Recently, the Ministry of Transport, the National Development and Reform Commission, the Ministry of Natural Resources, the Ministry of Ecology and Environment and the State Forestry and Grassland Bureau jointly issued the Notice on Strengthening the Planning and Construction of Coastal and Inland Waterways and Further Standardizing and Strengthening the Protection of Resource Elements, which clearly stated that it is necessary to strengthen the intensive and economical utilization of resources and comprehensively improve the high-quality development level of coastal and inland waterways.

At the press conference held by the Ministry of Transport today, Su Jie, deputy director of the Comprehensive Planning Department of the Ministry of Transport, said that ensuring external factors is a long-term and key issue facing the construction and development of the water transport industry. The Ministry of Transport and relevant ministries and commissions attach great importance to ensuring the key elements of waterway construction in coastal and inland ports. This year, the Ministry of Transport started the special work of factor guarantee, and jointly carried out special research to fully understand the existing problems and development demands of water transport construction. On this basis, a list of projects that can form incremental investment this year and next has been formed, and the demand for factor support has been found out item by item, focusing on the identification, sea use, land use and environmental assessment of major national water transport projects, and a notice has been drafted and issued.

There are three main considerations in the Notice:

The first is to implement the requirements of the central authorities. Coordinate development and safety, adhere to moderate advancement, promote the networking, network supplement and strong chain of water transport facilities, strengthen the planning and construction of coastal and inland ports, fill the shortcomings of water transport infrastructure, and optimize and upgrade the national water transport facilities network.

The second is to strengthen departmental coordination. Relevant ministries and commissions strengthen cooperation in the identification, sea use, land use, environmental assessment and other aspects of major national water transport projects, do a good job in policy convergence, highlight operability, not only emphasize the bottom line thinking of ecological environment and intensive utilization of resources, but also ensure the protection of resource elements, and truly realize the high-quality development of the industry.

The third is to expand effective investment. According to the decision-making arrangements of the CPC Central Committee and the State Council on expanding effective investment, we will guide and guarantee the construction of water transport projects, further release the urgent demand for water transport construction, accelerate the formation of physical workload, and provide a strong guarantee for maintaining economic operation in a reasonable range.

The Notice puts forward a series of measures to strengthen the protection of resource elements. In the next step, the Ministry of Transport will effectively promote the effectiveness of various policies and comprehensively strengthen the planning and construction of coastal and inland river ports and waterways in accordance with the requirements of the Outline of Building a Traffic Power and the Outline of National Comprehensive Three-dimensional Transportation Network Planning.

The first is to strengthen policy interpretation. Cooperate with the National Development and Reform Commission, the Ministry of Natural Resources, the Ministry of Ecology and Environment, and the State Forestry and Grassland Bureau to interpret and publicize policies, guide local governments to make good use of policies, deepen their understanding of work requirements and processes, and improve the requirements for environmental assessment, land use and sea use approval. Accelerate the preliminary work of key water transport projects this year and next, ensure that they can be opened as soon as possible, accelerate the formation of physical workload, and effectively expand effective investment.

The second is to optimize the layout of port channels. Together with the National Development and Reform Commission, we will speed up the examination and approval of the national port and shipping layout plan, optimize the layout of the national waterway facilities network, speed up the construction of a port and shipping system with reasonable functional level, sufficient support capacity, strong strategic support, wisdom and green security, and strongly support the implementation of major national strategies and major industrial layouts.

The third is to attack the construction of high-grade waterways. Focus on high-grade waterways, fill in shortcomings, give full play to advantages, speed up the expansion and upgrading of the Yangtze River trunk line, Xijiang shipping trunk line, Beijing-Hangzhou Grand Canal and other waterways, push forward the tackling of substandard sections of high-grade waterways, and steadily advance the preliminary demonstration and construction of the canal connection project.

The fourth is to implement the coastal port upgrading project. Accelerate the construction of world-class ports in Tianjin-Hebei, the Yangtze River Delta and Guangdong-Hong Kong-Macao Greater Bay Area, the international gateway port in Beibu Gulf and the international hub port in Yangpu, and promote the construction of specialized terminals such as containers, crude oil, coal, iron ore, grain and liquefied natural gas, and public infrastructure such as navigation channels, anchorages and breakwaters at a high level.

The fifth is to promote the development of green and smart water transport. Strengthen the intensive and economical use of resources, strictly control and rationally use the deepwater coastline, and promote the large-scale, intensive and professional development of ports. Continue to further promote the prevention and control of port ship pollution and build a clean and low-carbon energy consumption system for port ships. Taking digitalization and intelligence as the main line, we will promote the construction of new water transport infrastructure and improve the development level of water transport intelligence.
