2. Small class personnel are responsible for collecting coal samples for automobile transportation, and large class personnel are responsible for collecting coal samples for local sales. If there is no car operation, small classes and large classes will jointly take coal samples and sell them locally. When the local coal needs to be watched for overtime shipment, the small class personnel are responsible for watching the car during overtime, and the large class personnel are responsible for watching the car for sampling at other times. Improper arrangement by the team leader will result in a fine of 10, and employees who do not obey the arrangement by the team leader or department leader will be fined 50 points and reported to the department leader for handling.
3, car coal sampling, small class two people must be at the job site. One person takes samples, and one person is in charge. Because of special circumstances need to deal with, must leave one person. When the other party leaves, they need to ask for leave from the coal dispatching room for no more than 30 minutes. When he comes back, he will cancel his vacation in the coal dispatching room. Those who leave their posts shall indicate the departure time and return time respectively in the Post Record Book and sign it. If the staff leaves the post without reason, the responsible person will be fined 20 points; Absence for more than 30 minutes will be deducted every 1 minute 1 minute; If the record of off-duty personnel is incomplete or the record time is wrong, the responsible person will be fined 5- 10.
4, automobile coal sampling workers should arrive at the sampling post within ten minutes before loading. After taking up the post, sign the Post Record Book, indicating the time, coal type, train number and tonnage. Those who are late or have incomplete records will be fined 5 points each time. If some vehicles are not sampled due to late sampling or other reasons, they will be detained every 5 minutes and ordered to make up for mining.
5. When sampling the coal transported by car, the sampler should determine whether the coal type and loading method are mixed with coal, and the non-mixed coal should be sampled step by step according to the provisions of GB475; If it is coal blending and loading, no matter what kind of coal is loaded, it is treated as mixed coal when sampling, and the coal sample is taken after stripping the surface layer for 20cm. If the on-site inspection finds that there is any operation that is not in accordance with the regulations, the responsible person will be fined 10-30 points, and the staff will be arranged to re-sample, and the re-sampling personnel will be rewarded with points.
6. When the coal is commercial coal with a particle size of ≤50mm or less, the quality of each sub-sample shall not be less than 2 kg; If the particle size is greater than > 50mm, the quality of the sub-sample shall not be less than 4KG. Prepare coal samples in time after sampling, prepare coal samples by weighing during the day, and return waste samples to the freight yard; If it is night, the coal sample will be discarded after preparation, and the successor will send it back to the freight yard. The team leader shall check the weight and quality of coal samples or retained waste samples. If the weight of coal sample is less than the weight to be mined or the two test results are out of tolerance (reproducibility critical difference), the responsible person will be fined 10-20 points, and the team leader will be irresponsible and fined 10 points.
7. When sampling while driving, when the loading is suspended due to rope falling or equipment failure, the sampler shall not leave his post without leave, and shall not loiter in the operation room or freight yard of the track scale, otherwise the responsible person will be deducted 5 points for each discovery. If the vehicle is lost, it shall be handled according to Article 4.
8. After coal loading sampling, the staff should clean up the sampling platform and put the sampling instruments neatly and firmly. Do not pollute the coal samples and commercial coal in the car during cleaning, otherwise the responsible person will be fined 5-20 points for each unqualified item. If the coal sample is polluted, it should be re-sampled, and other re-sampling personnel will be rewarded with deduction points.
9, stare at the car sampling, should strictly implement the system of succession, succession, successor shall not leave, otherwise it will be treated as off-duty. The successor will transport the coal samples back to the sample preparation room for weighing, and the successor will sample and weigh the remaining vehicles respectively, and evaluate the weight of the two shifts of coal samples respectively, and deal with them according to Article 6.
10, when coal for local sales needs to be loaded for sampling, the sampling team leader should contact the shipping operation department in time to determine the loading place and time for local sales and arrange the staff to take up their posts in time. If it is determined that the local sales company will work overtime to transport coal, and it is necessary to take the logo sample, relevant personnel shall be arranged to take the logo sample in time. If the arrangement is not timely, the team leader will be fined 5 points; If the sampling personnel are not in place in time after the arrangement, the responsible person will be fined 10.
1 1. When arranging car sampling, the staff should be in place immediately. In case of missing vehicles due to delay of sampling personnel or other reasons, the responsible person will be punished with 5 points per vehicle. If no one at the scene is treated as leaving the post, the team leader will be responsible in parallel.
12. When taking coal samples from the car, there must be a special person in charge, and frequent guard changes are not allowed. Staff should contact the loader driver immediately after taking up their posts to remind the other party to pay attention to safety, and investigate potential safety hazards at any time to take samples under the condition of ensuring safety. Otherwise, the responsible person will be deducted 5-20 points.
13, the coal sold locally is charged per vehicle 1 minute, and each minute is not less than 2kg. After sampling, the team leader will spot check and weigh the coal samples. If the actual mining weight is less than the mining weight, the responsible person shall be fined 10. Team leader is irresponsible, 5 points will be deducted.
14. In order to ensure the safety of vehicle logo sampling personnel, coal samples shall not be dug out from the loader bucket during sampling, and samples shall be taken from the coal piles dug out by the bucket, otherwise the person responsible shall be fined 5 points.
15. In the process of taking coal samples for automobiles, the coal samples should be placed in a safe place to prevent the coal samples from being polluted or affected by unfavorable factors such as rain and sun exposure, otherwise violators will be fined 5- 10.
16, when sampling on the coal pile, the sampling should be distributed from the middle and bottom of the coal pile or collected diagonally from the top to the bottom of the coal pile, and more samples should be collected below 0.5 meters. If the coal pile is not formed by coal falling from the coal bunker, but by trucks and loaders, it should be distributed at the waist and top respectively. If the staff does not operate according to the regulations, each person will be fined 5 points and ordered to re-sample.
17, and the sampling points of the coal pile are: 1000 tons of mixed coal not less than 30 points, clean coal not less than 15 points and middle coal not less than 20 points. 18, 20cm surface layer should be stripped when sampling coal pile. If coal falls above the coal pile, coal samples can be collected directly on the ground. If it does not meet the requirements, the responsible person will be fined 5 points and ordered to re-sample.
19, when the purchased coal enters the well, there should be someone who is responsible for the sampling acceptance system, and the sampling points of each vehicle shall not be less than 2 o'clock. If the particle size of purchased coal is greater than 50mm, shovel it side by side twice as a sub-sample. If there are less than 4 vehicles, 4 points will be deducted for each vehicle, and 5 points will be deducted for each coal missing or not operating according to regulations. If the sampling weight is less than the weight required by the team leader, the responsible person will be deducted 10.
20, outsourcing coal sampling should be after the completion of vehicle coal unloading sampling, without the permission of the leadership shall not be sampled on the roof. Otherwise, the responsible person will be fined 5- 10.
2 1. When sampling the purchased coal, the coal samples shall be prepared together with the coal delivery customers, and the coal samples shall be sealed for verification after being signed by both parties. The sealed coal sample shall not be less than 15 kg. If the customer fails to sign the sealed coal sample, it shall not be given. The storage period of sealed coal samples is 1 month. If the staff fails to comply with the regulations, the responsible person will be fined 5- 10.
22. When there are lumps of coal, woven bags, sand and other impurities in the purchased coal, they should be picked out in time during the sampling process and stored centrally. The sweeper of the freight yard is responsible for crushing lump coal. If the coal quality is abnormal or polluted, report it to the competent leader in time and ask for the sampling method. Otherwise, the responsible person will be fined 10.
23, outsourcing coal sampler should be sampling operation according to the standard, shall not be fraudulent, shall not accept bribes in the form of coal customers please eat, please drink, otherwise once found, the responsible person will be fined 100 points, and the relevant information will be submitted to the mine for processing.
24, outsourcing coal sampling should pay attention to the storage and transportation of coal samples, coal samples are strictly prohibited to be contaminated or replaced, otherwise the responsible person will be fined 10, and ordered to re-sample.
25. No.2 Factory, No.3 Factory and Dongjiu Mining Area must designate a special person for sampling when selling coal or importing purchased coal. After the sampling is completed, the coal sample bag mouth should be tied tightly in time and sealed before entrusting others to bring the coal sample back to the mine. After receiving the coal sample, the mine staff should check whether the seal is in good condition, and report it in time if there is no seal or the seal is damaged. If the staff fails to comply with the regulations, the responsible person will be fined 5- 10.
26. The sampling team leader shall periodically check whether the coal sample meets the requirements of this regulation, and report and punish it in time. If the team leader is poorly managed and the supervision is not in place, the penalty will be 10.
27, car coal, local coal, purchased coal by the specialist is responsible for, other personnel can assist in sampling, sample preparation, but give priority to with specialist, mainly responsible for the quality accident.
28. When the Coal Research Center of the Group Company comes to the mine to conduct spot checks on coal samples, the sampling personnel shall actively cooperate, and the coal samples signed and sealed shall be properly kept for a period of not less than 2 months. The analytical coal samples sent to the laboratory should be marked with the words "on-site inspection". Otherwise, the responsible person will be fined 10.
II. Provisions on the Administration of Sample Preparation
1. Samples shall be prepared immediately after sampling. Before sample preparation, check whether the hole of the crusher is clean, and wash the iron plate, sample preparation tools and crusher with a small amount of coal sample. If it is determined that the coal sample is polluted during sample preparation, it should be re-sampled. If the staff fails to comply with the regulations, the responsible person will be fined 5- 10.
2. When the sample is prepared, it should be screened and broken step by step according to the standard of GB474. When the coal sample is prepared into 6mm coal sample, take no less than 7.5kg diagonal coal sample, seal it and bring it back to the sample preparation room. If it is transported by truck at night, the weighing inspection should be discarded. If the staff fails to comply with the regulations, the responsible person will be fined 5- 10.
3. For the coal sample transported by the clean coal truck, after the coal preparation plant personnel jointly sample and prepare samples, both parties shall sign and seal a coal sample (the coal sample amount shall not be less than 5 kg) for verification. If it is not signed, it is not allowed to take away the coal sample, otherwise the responsible person will be fined 5 points.
4. For other coal samples transported by truck, the sampling personnel shall sign and seal a coal sample for future reference. Otherwise, the responsible person will be fined 5 points.
5. The coal samples signed with the coal preparation plant and sealed by themselves shall be kept for at least three days. If the test results are consistent, it can be dumped after three days. If the test results are different, they should be saved for review. If the staff fails to comply with the regulations, the responsible person will be fined 5- 10.
6. The sampling team leader is responsible for saving the stored coal samples. If the stored coal samples are damaged, polluted or lost due to poor management or cannot be confirmed during storage, the responsible person will be fined 5 points.
7. Bring the 6mm coal sample back to the sample preparation room, immediately spread it out, take out the full moisture coal sample by nine o'clock method, and cover the bottle cap tightly. It is strictly forbidden to grab all-moisture coal samples and bottle them. After the full moisture coal sample is bottled, immediately write down the bottle number, coal type and user label. The bottled quantity of full moisture coal sample shall not exceed 3/4 of the volume of coal sample bottle. If the staff fails to comply with the regulations, the responsible person will be fined 5- 10.
8. After taking out the full moisture coal sample from the 6mm coal sample, crush all the remaining coal samples to 3mm, and then divide the 3mm coal sample into two parts, which are used to prepare 1mm coal sample and 1.5mm coal sample respectively. It is forbidden to directly prepare 1mm coal samples and 1.5mm coal samples from 6mm coal samples, otherwise the person responsible will be fined 5 points.
9, 3mm coal samples must be divided into two parts, used to prepare 1.5mm coal samples shall not be less than 1kg, used to prepare 1mm coal samples shall not be less than 2kg. If the staff fails to comply with the regulations, the responsible person will be fined 5- 10.
When preparing 10, 1.5mm and 1mm coal samples, all coal samples should be screened, especially when preparing 1.5mm coal samples, it is forbidden to be excessively broken. After being crushed again, the objects above the screen should be broken again, and the objects below the screen should not be broken again. Finally, all coal samples should be screened. 1mm coal samples are screened, and no less than 0.5kg and 0. 1kg coal samples are separated by bisector, and coal samples are stored and prepared for analysis respectively. Leave it in the air for 5- 10 minutes, and then bottle it. The amount of coal sample loaded is not less than 50g, but not more than 3/4 of the volume of the coal sample bottle. If the staff fails to implement the regulations, the responsible person will be fined 5- 10.
13. After the coal sample is prepared and bottled, it should be labeled immediately, indicating the coal type, sampling location, batch number, tonnage, users, analysis items, sampling time and personnel. When the group company checks coal samples, it shall indicate the words "local inspection". If the staff is not responsible, the label is untidy, the content is wrong or the information is incomplete. 5 points will be deducted for each unqualified item.
14. After the coal sample preparation is completed, the coal stored in the used crushing room should be cleaned up immediately for the next use. Hammer crusher should open the chamber and manually clean the coal stored in the chamber. If the staff fails to implement the regulations, the responsible person will be fined 5- 10.
15. After all the sampling equipment is used, it should be maintained immediately, and the indoor and outdoor equipment should be cleaned up and the tools should be placed neatly. Otherwise, the responsible person will be fined 5- 10.
16. The waste samples after sample preparation should be dumped into the coal pile of the freight yard, and dumping anywhere is strictly prohibited, otherwise 5 points will be deducted from the responsible person.
17, sampling and sample preparation workers should make all kinds of sampling and sample preparation records in time, and assume their respective responsibilities according to the different division of labor. If there are errors in the records after the inspection, 5 points will be deducted from the responsible person.
18, the analysis of coal samples and coal samples with full moisture should be sent to the laboratory for laboratory analysis immediately after starting work the next day. When sending samples, the sample sending registration form should be filled in, and the sender and the recipient should sign and hand over the samples after checking them correctly. Otherwise, the responsible person will be fined 5 points.
19. The sample delivery staff temporarily stored the coal samples analyzed yesterday in the laboratory, and after verification, recovered the coal samples analyzed the day before yesterday and the sample delivery register, and cleaned and recycled the recovered bottles in time. If it is found that the coal sample bottles are incomplete or used without cleaning, the responsible person will be fined 5 points for each bottle.
Three, laboratory management regulations
1. After receiving the coal sample, the chemist should carefully check whether the full water label corresponds to the number of the coal sample bottle, and check whether the logo of the coal sample bottle is complete and clear. If there is no problem, you should sign the sample delivery book and receive it. The sender and receiver do not carefully check the handover of coal samples, and 5 points will be deducted for each mistake.
2. No matter what kind of project is analyzed, the chemist must stir the coal sample repeatedly before weighing, and the stirring time of the full moisture coal sample shall not be less than 1 minute. It is forbidden to weigh coal samples directly without mixing. If the staff fails to implement the regulations, the responsible person will be fined 5 points for each discovery.
3. After weighing the coal sample, immediately put the label back in place and cover it to prevent the coal sample from being confused or polluted. Otherwise, the responsible person will be fined 5 points.
4. After weighing the coal samples, store the coal samples of the day separately, and clean the balance and platform. Otherwise, the responsible person will be fined 5 points.
5. Ash testers should first check whether the chimney valve of muffle furnace is open. During the test, they should always pay attention to the working conditions of high-temperature furnace and temperature controller, record the problems, handle and report them in time, or those responsible will be fined 5 points.
6, moisture determination personnel should strictly control the measuring temperature and measuring time, and timely open and cover the lid of the weighing bottle. Otherwise, the responsible person will be fined 5 points and ordered to re-test and analyze.
7. Before use, the moisture tester should clean and dry the used water bottle. It is strictly forbidden to use it directly without washing or drying. Otherwise, the responsible person will be punished according to 5 points deducted from each bottle.
8, sulfur content measurement personnel should always pay attention to the operation of the furnace temperature and air pump, do a good job in the accuracy of the standard calibration instrument in time, change the silica gel and electrolyte in time, and change the silica gel and aluminum silicate cotton of different neck combustion tubes during the shift change. If the staff fails to implement the regulations, the responsible person will be fined 5 points for each discovery.
9. Calorific value testers should add water to the vector calorimeter on a regular basis, and if the workload is heavy, the times of adding water should be increased. When blowing oxygen, the pressure shall not be higher than 3.2MPa, and the blowing time shall not be less than 20 mm When preparing for the experiment, carefully check the connection between the oxygen bomb bracket and the ignition wire to avoid short circuit burning out the equipment and wasting oxygen when the oxygen bomb opens the way. Check the heat capacity once a month and report any problems in time. Every year in March, June, September and 65438+February, the staff will calibrate the heat capacity of the instrument together with the monitor, and report the comparative analysis results of the two connection heat capacities to the leaders in charge. 10. Colloidal layer surveyor should carefully clean the coal cup and other accessories, and there should be no carbon deposit at the bottom of the coal cup. 12. Without special circumstances, it is not allowed to separately determine the adhesion index and volatile matter of muffle furnace. After burning ash, close the chimney valve of the furnace body, switch the muffle function to the adhesion index or volatile performance, and then measure the adhesion index and volatile after the temperature continues to reach the specified temperature. If the furnace temperature can't meet the national standard requirements within the specified time, it should be re-operated. After the measurement, the furnace chimney valve should be opened. If the staff fails to implement the regulations, the responsible person will be fined 5- 10 for each discovery.
13, all experimental items must be double-sampled, and the results can only be reported as required when the double-sampled data is not out of tolerance. The team leader should check the original records from time to time, and if there is any out-of-tolerance phenomenon of making single samples or double samples, 5 points will be deducted for each item found. If the team leader is not serious and responsible, the responsible person will be fined 10, and the team leader will be jointly and severally liable for 5 points.
14. The chemist should analyze the related items according to the analysis items indicated on the coal sample label, relevant regulations and the arrangement of the leaders, and deduct 50 points for each missing analysis item.
15. After the test, the chemist immediately turned off the power supply of the equipment and cut off the main power supply. Put the corresponding instruments in place and keep them clean. If one item is unqualified, the responsible person will be fined 5 points.
16.Ash analysts are responsible for collecting, reviewing, writing and submitting data for daily reports. When writing the daily report, they should carefully examine whether the calorific value, ash and total moisture are consistent, whether the sulfur content is consistent with the coal type, whether there is any abnormality in related projects, and whether the information such as name and coal type is comprehensive and correct. After being audited by the leader in charge, if there are contradictions in the test data, the person in charge of relevant project analysis will be deducted 5 points, and the person in charge of parallel writing will be deducted 2 points. The daily report will be issued at 5 pm every day at the latest and sent to the mine leadership office. Otherwise, the responsible person will be fined 5 points.
17. The lab leader is specifically responsible for uploading and reviewing the lab data on the "Coal Marketing Management Information System" online before 4 pm every day. When reporting data, the shipment volume and laboratory data should be carefully reviewed to ensure the accuracy before uploading. In case of errors or delays in data reporting, the responsible person shall be fined 10, and if losses are caused to the enterprise, the corresponding responsibilities shall be investigated.
18. In case of thunderstorm, the computer should be turned off to stop the test, and the test can be continued only after the thunderstorm stops. If the equipment is damaged due to untimely handling by the staff, the responsible person shall bear the corresponding losses.
19. The chemist should store the combustible residues after the test, such as volatile coke residues, caking index coke residues, colloidal layer residues and moisture coal samples. After accumulating to a certain amount, a team leader is responsible for dumping them back into the coal pile. In case of littering, the responsible person will be fined 5- 10.
Iv. comprehensive management regulations
1. Mining and processing personnel should hold relevant certificates, and the staff can only take up their posts after professional training and holding qualification certificates.
2, it is forbidden to drink in the class, it is forbidden to drink and mount guard, each responsible person deducted 30 points, parallel responsibility team leader 10.
2. Sampling and processing chemists should operate in strict accordance with national standards to ensure that the test data is accurate and not out of tolerance. If the data is out of tolerance caused by human factors, the responsible person will be fined 5-20 points. If it causes adverse effects and economic losses to the enterprise, it shall be reported to the mine for treatment.
3. The team leader is responsible for the storage of coal samples in the sample preparation room and laboratory. The storage of coal samples should avoid rain or direct sunlight, and the coal sample cabinet should be locked for management. The storage time of export coal samples shall not be less than 6 months, the storage time of domestic commercial coal samples shall not be less than 2 months, the storage time of coal samples and users shall not be less than 1 month, and other coal samples shall not be less than 3 days. If the staff fails to implement the regulations, the responsible person will be fined 5- 10 for each discovery.
All laboratory instruments have been registered, and the experimenters should handle them carefully. If it is damaged, it should be replaced with a new one, and the cause of the damage should be analyzed. In case of losses caused by staff errors, the compensation shall be 50% of the instrument price.
5, equipment failure, the staff should first report to the team leader to solve, if not normal processing, report to the leaders in charge of processing, and make records. Those who fail to report or record shall be fined 5 points for each discovery.
6. Mining personnel should take good care of the equipment and operate normally. If the equipment is damaged due to improper operation, they should compensate according to the price. If the equipment is intentionally damaged, it will be reported to the company for handling in the mine.
7. A maintenance record book shall be established for each mining equipment, and the user shall record the maintenance, maintenance, instrument calibration and abnormal conditions of the equipment. If there is no record or incomplete record after inspection, the responsible person will be punished by 5- 10.
8. Records and reports of procurement and processing should be filled in carefully according to different division of labor, and the team leader is responsible for division of labor, supervision and inspection. If the internal or external organization finds errors, the responsible person will be punished with 10-20 points, and the team leader will be jointly and severally liable with 5 points.
9. The production team leader should regularly check whether the fire extinguisher is in good condition and effective, and report the abnormal situation in time, otherwise the person responsible will be fined 5 points.
10. During the monthly shift change, the team leader shall jointly complete the handover of all goods and equipment, and all responsibilities arising from the successor's succession shall be borne by him. If the staff fails to implement the regulations, the responsible person will be fined 5 points for each discovery.
9. It is strictly forbidden for purchasing and processing personnel to play cards, knit sweaters, play games and other things unrelated to work during their work. Deduct 5 points for each discovery.
10, the staff should close the doors, windows, power supply and water supply after work, and leave only after being checked and confirmed by the team leader, otherwise, the responsible person and the inspectors will be fined 5 points respectively.

Five, coal mine accident analysis and accountability
In order to strengthen product quality management, clarify the responsibility of product quality management and ensure the accuracy of coal quality test data. When the inspection result of coal quality in the mine is out of the error range with the customer's inspection result, which causes controversy. We should treat this incident as a coal quality accident for internal analysis and treatment. In the process of analysis and treatment, the department set up an analysis team composed of the section chief or secretary plus the deputy section chief in charge and related personnel.
