Ni Yuefeng, male, Han nationality,1born in September, 1964, from Yuexi, Anhui Province,1joined China in March, 1985, and1joined the work in June, 1987, with a postgraduate degree and a doctor of engineering.

The General Administration of Customs implements the principles, policies and decision-making arrangements of the CPC Central Committee on customs work, and upholds and strengthens the Party's centralized and unified leadership over customs work in the process of performing its duties. The main responsibilities are:
(1) To be responsible for the national customs work. Formulate customs policies (including entry-exit inspection and quarantine, the same below), draft relevant laws and regulations, and formulate customs plans, departmental rules and relevant technical specifications.
(two) responsible for organizing and promoting the construction of "great customs clearance" at ports. In conjunction with relevant departments, formulate port management rules and regulations, organize the formulation of port development plans and coordinate their implementation, take the lead in formulating joint control system of port safety prevention and control, and coordinate the collection, risk analysis, judgment and disposal of port-related information. Coordinate the working relationship between various departments in port customs clearance, and guide and coordinate the port work of local governments.
(3) To be responsible for customs supervision. Formulate and organize the implementation of the supervision system for inbound and outbound means of transport, goods and articles. Undertake work related to technical trade measures as required. Implement import and export trade management policies according to law, be responsible for customs protection of intellectual property rights and management of customs marks. Organize and implement counter-terrorism, stability, non-proliferation and export control in customs management.
Formulate the customs supervision system for bonded businesses such as processing trade and organize its implementation, and take the lead in reviewing the establishment and adjustment of special customs supervision areas.
(four) responsible for the collection and management of import and export duties and other taxes and fees. To formulate the collection and management system, formulate the classified catalogue of import and export commodities, and organize the implementation and interpretation. Take the lead in multilateral and bilateral negotiations on rules of origin, formulate rules of origin for import and export commodities, and be responsible for the organization and implementation of visa management according to law. Implement tariff measures such as anti-dumping, countervailing and safeguard measures according to law.
(five) responsible for entry-exit health quarantine, entry-exit inspection and quarantine of animals and plants and their products. Collect and analyze overseas epidemic situations, organize the implementation of port disposal measures, and undertake the related work of public health emergencies at ports.
(six) responsible for the statutory inspection of import and export commodities. Supervise and manage the identification, verification, quality and safety of import and export commodities. Responsible for the inspection, quarantine, supervision and management of imported food and cosmetics, and implement the related work of exporting food according to multilateral and bilateral agreements.
(seven) responsible for customs risk management. Organize customs trade survey, market survey and risk monitoring, and establish risk assessment index system, risk monitoring, early warning and tracking system and risk management prevention and control mechanism. Implement customs credit management and be responsible for customs inspection.
(eight) responsible for the national import and export trade and other customs statistics. Publish customs statistical information and data, organize dynamic monitoring and evaluation, and establish an information public service platform for import and export enterprises.
(nine) responsible for the comprehensive management of the national anti-smuggling work. Investigate and deal with illegal smuggling cases according to law, be responsible for the investigation, detention, arrest and pre-trial of criminal smuggling cases under its jurisdiction, and organize the implementation of customs anti-smuggling work.
(ten) responsible for formulating and organizing the implementation of the customs science and technology development plan, laboratory construction and technical support plan. Organize relevant scientific research and technology introduction.
