He graduated from the International Law Department of East China University of Political Science and Law with a bachelor's degree in law, and later obtained a master's degree in comparative law from the National University of Singapore and a doctor's degree in law from Willamette University. He is a visiting scholar at the Law School of Ghent University in Belgium.
