Since 2065438+July 2004, the "Fox Hunting" operation has been carried out for two rounds. April 20 15, the "Skynet" operation kicked off.
Up to now, nearly 1000 suspects have been "hunted" back to China in these two operations, with the aim of pursuing and chasing after them abroad. How to hunt? What is the story and background? What about the future?
This story-
Flee to a foreign country
The fox was finally caught.
The escaped foxes may have similarities in committing crimes, but they are caught in different ways.
In March of this year, a suspect who absconded 18 years was arrested in Shanghai. He was caught by new technologies: face recognition and big data.
1997, a businessman named Xie fled with a huge sum of more than 90 million yuan. The source of funds is to defraud the securities company under the Shanghai Municipal Finance Bureau. Two days after the incident, the Shanghai police filed a case for investigation and began to pursue it online, but it was fruitless for many years.
/kloc-On March 2, 2008, the Shanghai police learned from the border inspection department that an Australian Chinese named "Zhang Jianping" had recently entered the country and stayed in a hotel in Hangzhou, Zhejiang Province. After face recognition and big data analysis, this person's facial features and other related information are highly consistent with Xie. Although the man denied his behavior in the name of "amnesia", investigators confirmed that he was Xie who absconded 18 years by checking his belongings and comparing DNA biological evidence.
Similarly, Dai, the former general manager of Shanghai Business Department of China Economic Development Trust and Investment Company, is also on the "red wanted order". 200 1 suspected of corruption 1 1 ten thousand yuan fled abroad. He successfully bleached his identity and obtained British citizenship. On April 25th, he was arrested in Anhui after changing his identity and sneaking back to China. The police revealed that the reason is also technical appraisal.
More thrilling arrests took place abroad.
On March 25th, Pang Shunxi, former director of Tianjin State Taxation Bureau, and An Huimin, former general manager of Tianjin Port Bonded Area Hantong International Trade Co., Ltd., who fled Laos for more than four months, surrendered themselves to the Embassy of China in Laos. To their great disappointment, it was the encirclement set by the arresting working group.
In order to arrest the two men, the Economic Investigation Bureau of the Ministry of Public Security, the Tianjin Municipal Commission for Discipline Inspection and the Hexi District Procuratorate of Tianjin sent a capable team of four people. Before going to Laos on March 18, they screened out the possible hiding places of the suspects and got in touch with the Ministry of Foreign Affairs and the Embassy. Laos also actively cooperated, appointed a deputy director of the Criminal Investigation Bureau of the General Police Department to take the lead, and sent police to cooperate with this operation.
I crouched for a few days and found nothing. The suspects' extensive contacts in Laos provided protection for their hiding and disappearance.
However, hard work pays off. On March 23, an important person involved in the case was arrested on the way from Laos to Vietnam. As soon as the news came out, the two suspects "panicked"-frequently changing their mobile phones within four months, staring at domestic news every day, and worrying about "domestic people coming to arrest us" day and night. Two people understand that "this matter cannot be avoided, and it will be caught sooner or later." Might as well turn yourself in.
So, there was the scene on the afternoon of the 25th.
Some escaped foxes were chased by "repatriation" or "prosecution in different places"
For example, Li, the "No.2" and "chief of 100 million yuan" on the red notice, was originally an "investment immigrant" in Singapore, but at 20 1 1, the Singapore prosecutor accused Li of "dishonestly accepting the crime of stealing property" and sentenced him to imprisonment; After the expiration, Li was sent back to China.
Four years ago, Qiao Jianjun and his ex-wife Zhao Shilan, the former director of Zhoukou's direct warehouse of China Grain Reserve Management Corporation, defrauded the state of more than 700 million yuan in grain money and fled to the United States with hundreds of millions of stolen money. At present, they are facing "prosecution in different places": Zhao Shilan has been arrested by American police and charged with immigration fraud, money laundering and other crimes. The money they used for money laundering was alleged to be related to the public funds they embezzled.
Whether caught in a trap or arrested in a different place, whether repatriated or prosecuted in a different place, the different ways are based on the different laws and conditions of the country where the suspect is located. There is only one thing in common: no matter the ends of the earth, we must get it back.
Veil—
"hunter" group
What is it like?
In 20 14, the Ministry of Public Security captured 680 economic criminals who fled. Among them, more than 60 overseas arrest teams sent by the Fox Hunting Office of the Ministry of Public Security "all failed" and all returned with good news.
What kind of team can achieve such a proud record? What kind of offensive is it that makes the "fox" who fled abroad say "you can come" as soon as he sees the "hunter"?
Dong Liu, director of the Fox Hunting 20 15 Special Action Office and deputy director of the Economic Investigation Bureau, said that from 20 14 to 20 15, the Fox Hunting Special Action Group had rotated troops. However, this team of more than 20 people still maintains the composition of people with an average age of about 30 years old, and even absorbs the fresh blood of the "post-90 s". Some of them are members of the investigation team of the Economic Investigation Bureau of the Ministry of Public Security, and some are selected from key provinces and cities.
What qualities do you need to be a hunter? Dong Liu said that you should have "three understandings" and "three highs".
The so-called "three understandings" means knowing investigation, law and foreign languages-not only have public security experience and familiarity with handling cases, but also have experience in domestic and foreign laws and international law enforcement cooperation, be familiar with foreign languages and be able to communicate with people abroad. In fact, the knowledge background of the professional team is very extensive, many of them have master's degree or above, and they also have multidisciplinary backgrounds such as finance, economy, foreign languages, law, computer, enterprise management and criminal investigation.
"Three highs" refers to high IQ, high EQ and high adversity quotient: IQ is used to deal with cunning foxes, EQ is used to cooperate with law enforcement departments of relevant countries and regions, and adversity business is used to deal with various emergencies and difficulties.
"Of course, you have to have the physical strength to walk, endure and withstand bumps." Dong Liu said.
Finally, this requirement is very realistic-in 2065438+04, the "Fox Hunting" special action team carried out more than 70 tasks within half a year, and often had new tasks only a few hours after returning home, so they had to set off; It is also common to travel halfway around the world in three or four days. It is their "normal state" to catch an international flight with a bag as soon as they receive a phone call.
Behind the hard journey, it is like a Hollywood blockbuster.
For example, when arresting economic suspects who fled Nigeria for eight years, the Ebola outbreak broke out in Nigeria. After the action team arrived, one of the team members did start to have a high fever. Fortunately, he was diagnosed with malaria instead of Ebola. In order not to fall behind, the sick players have been running and sweating in the corridor of the room, drinking 20 bottles of mineral water a day, and after two days, the fever has dropped to keep up with the big troops.
Another time happened in a war-torn country, and the suspect was hiding in an area controlled by anti-government forces. According to Dong Liu's memory, the suspect said confidently "You can't take me away" after the surrounding people were transferred and the suspect was put in a police car, because he had a good relationship with some leaders of the local anti-government armed forces. Sure enough, on the way back to the government-controlled area, "pursuers" kept appearing behind. Although he finally got rid of it successfully, Dong Liu still felt thrilling when he recalled the scene at that time. If he is arrested, the consequences will be unimaginable.
In addition to the elite hunter group of the Ministry of Public Security, the provincial pursuit office has now been established, and the elite forces of all local parties have been deployed. The formation of this top-down team is contributing to China's global anti-corruption "Skynet".
Organization-
"hunter alliance"
Reflect the will of the country
20 14, the Ministry of public security announced the "fox hunting" action; In 20 15, the "Skynet" operation kicked off. What's the relationship between the two? What's the difference?
If "fox hunting" is aimed at accurate "point-to-point" and based on clear evidence, then "Skynet" is more about "layout" and "casting a net" to cut off all the escape routes.
From the perspective of organizational structure, this difference is even more obvious: compared with the "fox hunting" operation with the discipline inspection commission, public security and procuratorial organs as the main body, Skynet has a wider range of departments-under the leadership of the Central Anti-Corruption Coordination Group, the Central Organization Department, the Supreme People's Procuratorate, the Ministry of Public Security, the People's Bank of China and other departments all participated in it, and comprehensively used police, procuratorial, diplomatic and financial means to "catch" a group of corrupt elements.
In other words, the establishment of this "Hunter Alliance" reflects China's firm determination to fight corruption-not only in terms of fighting, but also in terms of prevention and institutional means.
Why do you spare no effort to pursue overseas? It is because for a long time, due to the judicial differences between countries, overseas has become an "extra-legal wonderland" for some corrupt officials. If these fleeing corrupt officials can't be brought to justice, it means that China's laws will lose their effect on the fleeing people, and overseas will become the "back door" for legal regulation.
"'Fox Hunting' emphasizes targeted attacks on crimes that have already occurred, while' Skynet' emphasizes international three-dimensional institutionalized attacks, from point to surface, leaving no dead ends. Once you commit the crime of corruption, you will definitely hit the Internet. " Zhou Shuzhen, a special inspector of the Supervision Department of the Central Commission for Discipline Inspection and a professor at Renmin University of China, said.
If the domestic "hunter alliance" comes from the cooperation between departments, then the international "hunter alliance" reflects the deeper international cooperation.
Experts said that a large part of China fugitives fled to North America, Europe, Australia and other developed countries and regions, but China has not signed extradition agreements with most of these countries and regions, and in many cases it can only be promoted through individual cases, which is very inefficient. However, what China is doing now is to start with international provisions such as the United Nations Convention against Corruption and push the case forward in a more pragmatic way.
Indeed, since 20 14, China has taken frequent actions: through the beijing declaration on fighting corruption, the APEC anti-corruption law enforcement cooperation network has been established, and cooperation in pursuing recovery in the Asia-Pacific region has been increased; G20 Anti-Corruption Action Plan 20 15-20 16 calls for building an anti-corruption cooperation network and refusing to provide a safe haven for corrupt officials, thus deepening global anti-corruption cooperation. Issue a "red wanted order" to show the world China's determination. ...
This practice is being widely recognized by the international community, including western countries. As an important destination for corrupt officials in China, Australia has made it clear that it will assist China in its pursuit. The United States has also sent an increasingly strong signal of cooperation, and its Ministry of Justice has issued a wanted order for Qiao Jianjun; Canada, Singapore, New Zealand and other countries have also expressed their views and refused to provide a paradise for corrupt elements to escape crime.
"Efforts to break through the so-called' sin-avoiding paradise' of fleeing corrupt officials have played an important role in forming a normalized and high-pressure pursuit and recovery network." Gao Bo, deputy secretary-general of China Integrity Research Center of Chinese Academy of Social Sciences, said.
