At the beginning of the establishment of patrol special police brigade of Gushi County Public Security Bureau in 20xx, there was only one computer, and the configuration was not high. Although they tend to be younger, the application level of public security informatization is generally not high. In the process of patrol duty and law enforcement, we mainly rely on individual policemen with slightly better information application level, and their actual combat ability is not strong. At the same time, there is insufficient understanding of the role and importance of informatization construction, lack of learning awareness, and the level of informatization construction and police informatization application is obviously weak.
(B) the results achieved at this stage
Compared with the beginning of the team building, Gushi Patrol Special Police currently has 8 desktop computers 18 and 3 notebook computers, reaching the standard of one per capita, with high configuration and fast network speed. In the past three years, the level of information application has been gradually improved, regardless of the team members or the frontline police. Among them, 1 1 person who can skillfully use, 7 people who are basically skilled, and 3 people who have basically mastered all have the information application capabilities such as independent online law enforcement and independent operation of public security information platform, thus further saving police force, enhancing combat effectiveness and improving work efficiency. Since vigorously promoting the informatization construction, the patrol special police department has cracked a total of cases 10 through the application of informatization, arrested 32 suspects of various types, and realized the leap-forward development of informatization construction.
(iii) Major experiences and practices
1, increase hardware investment. In order to alleviate the inconvenience caused by insufficient computers and low configuration, patrol special police purchased three high-configuration computers in 2007 and 2008, and invested more than 50,000 yuan to purchase 18 computers in 2009, and installed them in time. With the addition of these networked computers, the brigade has reached the set goal of one computer per person, which provides a strong hardware guarantee for improving the information application level of the police.
2. Strengthen applied learning. First, strengthen training, teaching and learning. The brigade regards improving the informatization quality of the police as an important link in promoting the work, so that the police of the whole team can fully realize the importance and necessity of informatization training, quickly complete the ideological change from "I want to learn" to "I want to learn", consciously participate in the informatization application training class organized by the county bureau, and learn basic computer knowledge and application skills. At the same time, the brigade actively set up a learning platform, and specially invited Andy, Yin and other bureau technicians to give lectures and on-site guidance, and helped the police with weak ability and poor basic skills to "get started" in the shortest time. The second is to help in pairs and bring "health" with "familiarity". Xie Yibin and Mei, "experts" in computer application in our unit, were identified as "small instructors" in information construction. By assigning personnel, responsibilities and measures, "experts" and "novices" can help each other in pairs, learn from each other, and carry out binding assessment, which fully mobilizes the enthusiasm and consciousness of police to help each other, learn from each other, forms a good atmosphere for both experienced and novices to learn, and promotes the development of patrol work.
3, the implementation of information guide. Information is the lifeline of patrol prevention and control, and all patrol methods and measures must focus on obtaining information related to social crimes as much as possible. On the one hand, firmly establish the new concept of information-based patrol work, vigorously promote information-based active offensive combat methods such as man-to-man case and object-to-case case, actively practice new tactics such as online verification and online search, and realize the change from empirical patrol prevention and control mode to information-based active prevention and control mode. On the other hand, information warfare will run through the patrol prevention and control work, further explore and summarize, enrich and activate the tactics and tactics of information-led patrol police activities, and improve the ability of all police officers to comprehensively use online operations such as accurate retrieval and fuzzy inquiry.
Two, the current problems in the construction and application of public security information
(A) the problems existing in the construction of public security information
1, lack of ideological understanding. Some grass-roots policemen, especially some grass-roots leaders, have misunderstandings about the significance of informatization construction, and think that investing a lot of money in this area is a waste of resources, which affects the exertion of informatization efficiency and the in-depth development of informatization work.
2. Lack of information professionals. Grass-roots units have increased investment in hardware and further improved information facilities. However, the lack of professional police in the informatization construction of units will inevitably affect the pace of informatization construction and slow down the informatization process of public security business.
3. The information work platform is not perfect. Compared with economically developed areas, some basic information platforms have not yet been established, or although they have been established, they are not perfect and cannot be applied to various public security operations and public security management.
(B) Problems in the application of public security information
1, low information application ability. Some policemen can only browse and inquire, but can't type. Some policemen are not skilled at typing and input information slowly. Some policemen don't know how much public security information database can be used, nor do they know the password, and they don't know what the password is, so their work efficiency is low.
2. Low information utilization rate. At present, the police use computers to type and browse information online, but few people handle cases and make judgments online. There are not many front-line policemen who really use information to investigate and solve crimes, and the role of informatization in police actual combat has not yet been fully exerted.
3. Low level of information application. The application of information technology is at a low level of transferring documents, viewing information and simply comparing, lacking the synthesis, analysis and judgment of information, and the functions of information prediction, early warning and service decision-making cannot be effectively exerted and utilized.
4, information confidentiality and safety awareness is not strong. When some policemen use the public security information platform, they lack the awareness of confidentiality and computer security maintenance, which often leads to leaks and computer system infections.
Three, to promote the pace of information construction, improve the level of information application suggestions
(1) Firmly establish the concept of information-led policing, truly establish the idea of "information is the foundation, information is the police force, and information is the combat effectiveness", and attach great importance to strengthening the popularization of information application knowledge.
(2) It is necessary to build an information platform for basic work, do a good job in information collection, establish a working mechanism for information collection and entry, strengthen the analysis, judgment and actual combat functions of information, and effectively transform information into combat effectiveness.
(3) Strengthen the training of information technology application. The success or failure of public security informatization construction depends on the level of informatization application. On the other hand, through various forms of lectures and training, the police can master the skills and techniques of information application such as information comparison, online combat, information judgment, etc., solve the blindness and singleness of the current police's use of network and information, and actively turn the demand for information into the driving force for doing a good job.
(D) Attention should be paid to the safety of information construction. According to the principle of "whoever is in charge is responsible, whoever operates is responsible", all departments are responsible for the security and confidentiality management of their own information systems within the scope of their duties, especially paying attention to the safety awareness education of Internet users and the use and confidentiality prevention of mobile media.
