The factors leading to deafness are ototoxic drugs, heredity, infection and diseases, and the number of deaf people caused by environmental noise pollution and accidents is increasing gradually. This huge group of disabled people with special difficulties has attracted great attention from the whole society, especially the health department.
Some cities in China have set up steering groups for the prevention and treatment of deafness, carried out epidemiological investigations on deafness, actively expanded cooperation fields with international organizations such as the World Health Organization, and conducted extensive academic exchanges.
The standards for clinical use of commonly used ototoxic drugs issued by the Ministry of Health will play an important role in strengthening the management of the use of deafness drugs and reducing the occurrence of hearing and language disabilities. In June,1998,65438+10, leaders of relevant units such as the Ministry of Health, the Ministry of Education, the Ministry of Civil Affairs, the All-China Women's Federation and the China Disabled Persons' Federation held a discussion with famous experts in the fields of audiology and special education in Beijing.
Everyone unanimously suggested that the Ministry of Health should take the lead in establishing a national "Love Ear Day" as soon as possible, strengthen social propaganda, popularize the knowledge of deafness prevention and rehabilitation, and reduce the occurrence of deafness.

This proposal has attracted the attention of relevant departments. The China Disabled Persons' Federation, the Ministry of Health and other departments 10 jointly agreed to designate March 3rd of each year as National Ear Love Day. In March, 2000, the first national symposium on Love Ear Day was held in the Great Hall of the People in Beijing. The theme of the first National Ear Love Day is "Prevention of Deafness Caused by Otototoxic Drugs".
65438-0999 The National Rehabilitation Office of the Disabled under the Coordination Committee of the State Council People's Social Work officially included the "Love Ear Day" in China's 65438-0999 annual work plan.
Then, ten ministries and commissions, including China Disabled Persons' Federation, Ministry of Health, Ministry of Education, Ministry of Civil Affairs, All-China Women's Federation, State Family Planning Commission, State Bureau of Quality and Technical Supervision, State Administration of Pharmaceutical Products, State Administration of Radio, Film and Television, and China Association for the Aged, jointly decided that March 3rd of each year would be the national "Love Ear Day".
In 2000, the first national "Love Ear Day" publicity and education activities were successfully carried out in the capital and provincial capitals. The Ministry of Health and the China Disabled Persons' Federation issued the Action Plan for Improving the Quality of Birth Population and Reducing Birth Defects and Disability in China (2002 ~ 20 10).
It is required to "popularize scientific knowledge of prevention and disability in the whole society, and strengthen comprehensive prevention and control measures such as pre-marital health care, maternal health care, infant health care and early intervention to prevent and reduce the occurrence of birth defects and disabilities." Some experts have demonstrated that if the "Love Ear Day" can be implemented, at least 20,000 cases of drug-induced deafness in children under 7 years old can be reduced every year.
Since the establishment of the national "Ear-loving Day" in 2000, the public propaganda of deafness prevention and treatment and the national awareness of ear-loving have been improved, but the propaganda of popular science is not enough. Therefore, the theme of China Love Ear Day in 2004 is "Preventing Deafness from Entering the Community". It aims to give play to the advantages of dense population, rapid spread and publicity and education.
