Zhang Wentian, also known as Luo Fu, 1900 was born in Pudong. 1925 joined China, studied at Sun Yat-sen University and Moscow Red Professor Institute in the same year, returned to China on 1930,193/served as the Minister of Propaganda Department of the CPC Central Committee, and served as the temporary member and standing committee member of the Political Bureau of the Communist Party of China (CPC) Central Committee. 1933 arrived in the central revolutionary base area, served as member of the Political Bureau of the Communist Party of China (CPC) Central Committee and secretary of the Central Secretariat, and 1934 participated in the Long March.

During the Long March, Zhang Wentian firmly supported Mao Zedong's correct military proposition. During this period, he wrote the Outline of Economic Components and Basic Principles of Economic Construction in Northeast China, which is of great theoretical significance to the new China economy.

After 1950, Zhang Wentian turned to the diplomatic front, successively served as ambassador to the Soviet Union and executive vice minister of the Ministry of Foreign Affairs, participated in a series of major diplomatic activities in China at that time, and made remarkable achievements for the diplomatic cause of the new China. 1July, 976, Zhang Wentian died in Wuxi, Jiangsu.
