Li, 1967, from Xiaoshan, Zhejiang, is a member of the 10th National Youth Federation. 1987 graduated from the Department of Economics of Shanghai University of Finance and Economics, majoring in political economy. 1990 graduated from the graduate department International Finance Department of the People's Bank of China, and graduated from the Insurance College of Southwestern University of Finance and Economics in 2005 with a doctorate in economics. 1990- 1998 worked in the audit supervision bureau of the people's bank of China, 1998-2004 worked in the personnel education department of China insurance regulatory commission, and has served as the deputy director and director of Chongqing insurance regulatory commission of China since 2004. He has published dozens of papers in core journals and newspapers such as Financial Research, Insurance Research, International Financial Research, Financial Science and China Insurance News. One of the authors of "A Reader of Financial Knowledge for Leading Cadres", "China Financial Dictionary" and "Research on International Insurance Supervision".
