The difference between central enterprises and state-owned enterprises

Usually, state-owned enterprises are managed by local governments and directly controlled by local state-owned assets management committees. Central enterprises are directly managed by the State Council and controlled by SASAC, Ministry of Finance and Central Huijin Company under the jurisdiction of the State Council, and some heads of central enterprises are employed by the Central Organization Department.
