Xiao Shenyang, surnamed Niu Zhilu, whose real name is Shanbao and the word Zhai, is the owner of Jialetang, the fifteenth courtyard and the green field pavilion. A native of Zhenghongqi, Manzhouli, was born in Kaiyuan County, Fengtianfu (now Qingyuan County, Liaoning Province), and was a university student and minister of military aircraft in China during the Qianlong period of the Qing Dynasty. Xiao Shenyang was an official student of Xian 'an Palace, 1769, and inherited the position of third-class official. 1772 was named as the bodyguard of Shangyu, and later as the bodyguard of Luan Yiwei. Because of its quick thinking and clever handling, it was appreciated by Qianlong.

In the thirty-third year of Qianlong (1768), at the age of eighteen, he married Feng, the granddaughter of Zhili Governor Feng. In the thirty-fourth year of Qianlong (1769), Xiao Shenyang took the imperial examination, but his name fell to Sun Shan. Later, he inherited the third-class light coach from Wen Sheng.
