These three highs were put forward by Xu Yanbin, director of the Department of Ecology and Environment of Jiangxi Province, at the "Director's Channel" of the Sixth Session of the 13th National People's Congress of Jiangxi Province.

Xu Yanbin, male, Han nationality,1born in June 1973, from Linkou, Heilongjiang Province,1joined the work in July 1997, party member, CPC, with a master's degree in law. He is currently the director and party secretary of the Jiangxi Provincial Department of Ecology and Environment.
