Quancheng Park, formerly known as Jinan Botanical Garden, was founded in 1986 and opened in September 1989, covering an area of 46.7 hectares. Cronquist system is adopted for plant classification, and there are nearly 200,000 species of plants belonging to 89 families and 450 species. In September, 1997 was opened to the public free of charge according to the instructions of the municipal party Committee and municipal government.
In March 2004, Jinan Municipal Government decided to comprehensively transform the park and its surrounding environment. The overall scheme is planned and designed by Shanghai East China Architectural Design and Research Institute, with a total planned investment of 70 million yuan.
The project mainly includes: renovation of three gates, renovation of three groups of service buildings, new ecological trestle and ecological square, comprehensive renovation of park water system, roads, squares and greening. The transformed botanical garden fully embodies the full implementation of the "people-oriented" concept by the municipal party Committee and the municipal government. After the transformation, many amusement facilities were added, which further enhanced the fitness, leisure and entertainment functions of the botanical garden, and its original functions of plant science popularization, scientific research and demonstration gradually weakened. In this way, the botanical garden has gradually changed from the original "plant kingdom" to the central park of the city. Due to this change, the name of Jinan Botanical Garden is no longer appropriate, and it cannot accurately convey its existing functions and positioning.
On September 19, 2006, Jinan Municipal People's Government agreed that Jinan Botanical Garden was officially renamed Quancheng Park, and the protection scope remained unchanged.
