The meeting decided to station Fuqing guerrilla brigade in Jiaolou and Ban Ling areas, waiting for an opportunity to open up Luohanli guerrilla base areas.
In May, the CPC Fuqing Central County Committee and the CPC Putian Central County Committee held a joint meeting in Cai Sanzhong, and decided to merge the two central county committees and set up the Fujian Special Committee, secretary, members Huang (who is also the organization minister), Liu Tujun (who is also the propaganda minister), Yu Changyue (who is also the youth minister) and Chen Bingkui. The establishment of the Fujian Special Committee of the Communist Party of China once again led the region politically, organizationally and militarily, and pushed the guerrilla war in this region to a new stage. After the meeting, Fuqing Central County Committee was changed to Fuqing County Committee.
