1917 was born in Jinan, Shandong province on August 30th. 1936 After graduating from Jinan High School, he was admitted to the Department of Electrical Engineering in Tsinghua University, Beijing. 1937, during the July 7th Incident, Japanese invaders occupied Beiping. Chen Liwei went south to Changsha with the school. Tsinghua University, Peking University and Nankai University formed Changsha Temporary University in the former site of Yuelu Academy in Changsha. Half a year later, "Changsha Temporary University" moved to Kunming and changed its name to "Southwest United University". 1940 after completing all his studies, he stayed in school as a teaching assistant in the Department of Electrical Engineering. 1943 went to the British general electric company for further internship. 1946 After returning to China, he served as an associate professor in the Department of Electrical Engineering, Zhejiang University, Hangzhou. From 65438 to 0948, Chen Li worked in the technical management of Nanjing Cable and Power Company, which was then under the jurisdiction of Nanjing National Government Resources Committee.

1April 23, 949, Nanjing was liberated. After the local people's government took over, the company was renamed Nanjing Cable Factory, and Chen Liwei was appointed as the technical section chief. The following year, when the Korean War broke out, the factory undertook the task of manufacturing and providing military telephone exchanges for China's anti-US aid Korea troops. At that time, there were many technical problems in production, and raw materials were insufficient and unqualified. In order to complete the task on time and with good quality, he mobilized technicians to work closely with the workers' masters to jointly solve the problems in production. Chen Liwei took the lead in working overtime, worked hard day and night, and didn't rest on Sundays. Complete the military production tasks assigned by superiors ahead of schedule every year.

In 1958, Chen Liwei was transferred as the chief engineer of the Second Machinery Department 10 Research Institute (hereinafter referred to as 10 Institute). At that time, the whole country was in the upsurge of "Great Leap Forward", and the international trend of semiconductor communication machines and computers began to flood into China.
