Our school is equipped with a part-time cadre file manager 1 person, managing 96 on-the-job cadres' files, 60 retired cadres' files, employees' files of the original school-run factory 18 people, and files of dead people 17 people. In file management, we always regard file management as an important part of cadre personnel management, pay attention to grasping the foundation, system, management and team, strictly follow the requirements of target management, lay a solid foundation and constantly improve the internal quality of cadre files. In our work, we mainly take the following measures:
1, strict target management standards, improve management level. In recent years, we have always regarded strict working standards as the focus of archives management, and made great efforts in the collection, appraisal and archiving of archival materials in strict accordance with the target management standards.
First, pay close attention to the daily collection and appraisal of archival materials and strengthen the construction of archival content. Establish and improve the collection network of cadre archives materials, and adopt methods such as regular collection, directional collection, follow-up collection and supplementary collection according to the formation rules and characteristics of materials to ensure the timely collection and archiving of archived materials. After strict appraisal, the collected cadre archives meet the requirements that cadre archives can reflect the whole picture of cadres historically, comprehensively and accurately.
The second is to strengthen the collation of cadres' files. In finishing, the classification is strictly controlled, and the classification is accurate, orderly and clear. After the Information Office of the Organization Department of the Municipal Party Committee issued the Notice on Carrying out the General Inspection of the City's Cadres' Archives Management, our bureau made arrangements for this work, carefully studied the spirit and requirements of the superior documents, and made clear the time, requirements and standards. At the same time, in strict accordance with the requirements of documents, the fifth chapter of the Regulations on the Work of Cadres' Archives, "Collection, Appraisal and Filing of Archival Materials", was implemented, and various forms were adopted to intensify the work, cleaning up cadres' files one by one and registering the missing materials one by one. Carefully identify the materials collected and archived, and eliminate the materials that should not be archived, so that the archived materials are true and reliable, with clear words, clear objects and complete procedures. In the arrangement of cadres' files, we should carefully identify, classify accurately, number orderly, list clearly and bind neatly. It needs the signature of the director in charge to consult, and it is not allowed to consult the cadre files with the letter of introduction of inspection certification materials. Personnel files of cadres are generally not lent out. If it is necessary to lend it, it should explain the reasons, go through the registration formalities strictly and return it within a time limit. They are not allowed to lend them to others without authorization. In the transfer of cadres' files, we also register them in detail in strict accordance with the uniform provisions of the Notice on the Transfer of Cadres' Files, pack them tightly, sign and seal the receipt by the unit receiving the files, and get them back immediately after verification.

Fourth, the significance of this file arrangement work
It has been 50 days since I reported to the headquarters on March 20xx 1. During this period, with the help, support and care of Comrade Zhang Zhiying, we have reviewed, supplemented, sorted out and filed 72 files of the company's headquarters staff, Zhangdian branch, Hejin branch, Ningxia, Hua Ze and other units.
At the same time, we have trained, guided, helped and arranged the file managers of other units. The number of trainees exceeds 10, and the training time runs through the whole sorting process.
In the process of sorting out, each file is short of materials to varying degrees. More than 200 copies of materials 1200 were supplemented, more than 800 originals were copied, more than 400 approval forms for appointment and removal of cadres were supplemented, more than 400 relevant documents and materials were found, and more than 200 pieces were stamped with official seals 1200. (The approval form and photocopy need to be stamped with the official seal. Zhang Gong personally went to Beijing for many times or went to the original unit to make up the cover, or asked someone to do it by the way. And do everything possible to do these jobs well. ).
After supplementing and perfecting the archive materials, nearly 80 files were put on the shelves perfectly after accurate classification, cutting and mending, carefully writing the classification number and page number, printing the catalogue and neatly binding. A document can't be put on the shelf without 10 repetition, so we use weekends or evenings to work overtime, so that the working hours are guaranteed.
Seven common problems were found in the process of finishing:
1, there are multiple versions of age, which can be changed at will;
2. Change the name at will and use homophones;
3. The cadre's resume has not been filled in for many years, and the filled photos lack my signature and official seal, which is not standardized;
4. Cadres who have worked in auditable positions have no audit reports or conclusive audit materials (generally not filed);
5. The identification, performance and review forms required by temporary workers, trainers and overseas personnel are generally lacking in filing;
6. Award-winning cadres lack registration forms and approval forms, and only provide copies of awards;
7. The examination and approval form for appointment and removal of cadres is seriously lacking. Some cadres are above the deputy division level, but there is no form of appointment or dismissal. Some cadres have left their original units for more than ten years, and their positions have changed many times. There are still few appointment and dismissal forms in the original units.
How do we solve the above problems?
(1), to confirm the age, we refer to my ID card according to the file of the earliest age of the materials (generally "volunteers join the league"). If the difference is only 2 months, it will be consistent with his ID card, so as not to cause trouble to his later life. If there is a difference of one or two years, it shall be confirmed in strict accordance with the earliest documents.
(2) If there are polyphonic words in the name, please show the "Certificate of Renaming". If there is no change, just write it casually, and fill in the "Problems in the Archives" before the file directory.
(3) For the deficiency of "cadre resume", it is no longer possible to reorganize and fill in, and it can only be a regret. If there is a lack of photos and my signature, we will try our best to ask for photo subsidies of similar times. If it is necessary to stamp the official seal of the examination organ, we will go to the original unit to stamp it. And guide the specification to fill in the new resume.
(4) Copies of the original training certificates and awards of the personnel who participated in the training and won the awards, and affix the official seal of the Human Resources Department on the copies, and fill in the names of the copies.
(5) Supplement to the approval form for appointment and removal of cadres. With the cooperation of the Human Resources Department and the Party-masses Department, we searched the documents of that year, found out my resume according to its document number, time and appointment and removal content, re-created the corresponding appointment and removal form, and stamped the official seal of the relevant departments.
Generally speaking, the reasons for the above problems are as follows:
(1), the date of birth is inconsistent, there are different habits such as lunar calendar and virtual year use, there are also clerical errors, and some individuals deliberately do it in order to meet the age conditions necessary for admission, joining the army or taking part in work.
(2) The homonym of names is caused by historical reasons. In the era when there was no identity card, people changed their names to homophones at will. In short, there was no concept and consciousness of determining the name at that time.
(3) I think the main reason for the lack of "cadre resume" and the lack of non-standard, audit report, training results, appraisal form, reward personnel registration form, overseas personnel audit form, cadre appointment and dismissal approval form and other materials is that the personnel file management department did not organize to fill in, collect and file in time.
Why do you say that? Because ordinary employees and cadres do not understand personnel files and have no awareness of filing. It is the duty-bound job of personnel file managers to collect, sort out and file in time.
However, the current situation is that the personnel files of all units are part-time, and there is no time and energy to manage this piece, and the system of this piece is not perfect, which leads to the failure of timely and complete filing of the corresponding filing materials, making the personnel files messy and dusty in the tin cabinet, which has been neglected for many years.
In the process of filing, we feel that the most time-consuming and laborious thing is to supplement and collect the missing materials. Once the information is complete, the sorting work is fast and easy.
In view of so many problems and the current situation of personnel file work, I have the following immature ideas and suggestions:
1. First, create posts and personnel quota, designate special personnel to be responsible for personnel file management, and formulate and improve the system of file collection, filing and sorting;
2. Archivists organize employees and cadres to give lectures to improve everyone's intention to file, and turn passivity into initiative;
3. Managers track and collect to form network management. For example, personnel registered in human resources for training, personnel taking qualification and professional title examinations, personnel going abroad and personnel receiving awards, archivists should first obtain the names of these personnel, and then track, collect and file them one by one, so that there will be no mistakes. (Reservation system: participants must submit relevant information in time, which should be linked to travel reimbursement, etc. ).
If the archives management department can collect the materials that should be archived in time according to the system, and the broad masses of workers and cadres have the knowledge and consciousness of archiving, then the probability of file loss will be greatly reduced, and even such a situation will not occur.
Through this file arrangement and the training of branch archivists, the file arrangement work of the company headquarters and branches has been carried out in an all-round way, and the files that have been dusty for many years in the past have been reviewed, supplemented and arranged, so that all the remaining problems have been completely solved, and the existing problems have been found, and the experience and lessons have been summarized, which has laid a solid foundation for the future personnel file work!
