He used to be assistant director of Fujian Provincial Construction Committee and director of urban construction department; Member of the Party Group and Director of the Construction Department of Fujian Province; Vice Mayor of Putian Municipal People's Government.

In June 2006, he served as deputy mayor of Fuzhou Municipal People's Government.

On March 20 14, he was put on file for investigation due to serious violation of discipline and law. In June, the Provincial Commission for Discipline Inspection transferred its suspected crimes to judicial organs for legal treatment.
