These nine national bureaus are: State Administration of Domestic Trade, State Administration of Coal Industry, State Administration of Machinery Industry, State Administration of Metallurgical Industry, State Administration of Petroleum and Chemical Industry, State Administration of Light Industry, State Administration of Textile Industry, State Administration of Building Materials Industry and State Administration of Nonferrous Metals Industry. Relevant administrative functions are merged into the State Economic and Trade Commission.

At the same time, the establishment of state administration of work safety, and the National Coal Mine Safety Supervision Bureau, an institution with two brands; Retain the State Tobacco Monopoly Bureau. Most of the nine national bureaus cancelled this time were reorganized into national bureaus by professional economic management departments during the institutional reform in the State Council in 1998.
