4. Technology R&D and popularization and application: promote R&D and innovation of emergency management related technologies, popularize advanced emergency rescue technologies and equipment, and improve the scientific and technological level of emergency rescue.

5. Accident investigation and statistical analysis: lead or participate in the investigation of major safety accidents, analyze the causes of accidents, and propose preventive and improvement measures. At the same time, it is responsible for the statistical analysis of safety production and disasters and accidents, and provides data support for policy formulation and risk prevention and control.
