Academician Liu has successively served as the overall design of the first and second generation electric locomotives in China, presided over and organized the whole development process of the third and fourth generation electric locomotives in China, which enabled China's electric traction technology and equipment to achieve four historic leaps from general load to heavy load, from constant speed to high speed, from AC drive to AC drive, and from import to export. In 2002, Academician Liu personally served as the chief designer of the development of the first "China Star" 270km/h high-speed train in China, which was a complete success and created the "China Railway First Speed" of the Qinhuangdao-Shenyang high-speed experimental line of 32 1.5km/h, marking that the development of high-speed trains in China has entered the international advanced ranks.

While organizing to participate in scientific research, Academician Liu constantly summed up practical experience and theoretical research results, and successively edited many works such as Shaoshan type 3 electric locomotive, Shaoshan type 3 4000 series electric locomotive, Shaoshan type 4B electric locomotive and Shaoshan type 6B electric locomotive, and participated in two major national scientific and technological consulting projects, namely "Long-term scientific and technological development plan for 2020" and "Eleventh Five-Year Revitalization". At the same time, he also participated in the demonstration of the technical conditions of the 300 km/h high-speed train of the Ministry of Railways, the demonstration of the Beijing-Shanghai high-speed railway of the National Development and Reform Commission, and the special consultation and evaluation of the high-speed magnetic levitation technology of the 863 Program of the Ministry of Science and Technology.

Academician Liu has been awarded the honorary titles of "Young and Middle-aged Expert with Outstanding Contribution in Railway Electric Traction Technology and Equipment", "National Excellent Railway Intellectuals", "National Excellent Scientific and Technological Worker", "Hunan Model Worker" and "National Model Worker" successively, and won the first Zhan Tianyou Science and Technology Achievement Award, Hunan Science and Technology Achievement Award and Zhan Tianyou Science and Technology Award of the Ministry of Railways.
