Born in Zoucheng City, Shandong Province, Li is currently a member of the Standing Committee of Zoucheng Municipal Committee of Jining City, secretary of the Political and Legal Committee and chairman of the Municipal Federation of Trade Unions.

Comrade Li assists comrades to preside over the daily work of the municipal government and is in charge of finance, national tax and local tax. Responsible for urban construction and management, in charge of the development and construction of the old city and the joint creation of five cities.
