On 2013 February (the ninth day of the first lunar month), the first meeting of the 5th Congress of Believers in Mazu Tempel, Meizhou was held in the conference room on the third floor of Antai Hotel, Meizhou Island. All believers' representatives 166 people, Meizhou Island Management Committee, Meizhou Town, village secretaries, village heads, heads of government agencies and units stationed in the island, leaders of civil affairs bureaus and representatives of news media 106 people attended the meeting. Seated on the rostrum are: Mr. Lin Guoliang, Executive Vice President of China Mazu Cultural Exchange Association; Mr. Lin Jinbang, Chairman of Meizhou Mazu Tempel; Mr. Zhang, Deputy Director of Civil Affairs Bureau; Mr. Pan Lin, member of the Party Working Committee of Meizhou Island and Minister of Organization Department; Mr Zhao Liucheng, Chairman of Shanghai Yucheng Tianci Jewelry Co., Ltd.; Ms. Zhi, Honorary Chairman of the Board of Directors of Meizhou Mazu Tempel; Mr. Pan, Chairman of Beijing Zhongao Real Estate Co., Ltd., and Mr. Cai Fuxiong, Vice Chairman of Taiwan Province Beigang Chaotian Palace; Mr. Pan Dongquan, President of Beijing Meizhou Island Chamber of Commerce; Mr. Chen Fan, Chairman of Putian Domestic Products Boutique Shopping Mall; Mr. Lin, Deputy Director of Xiuyu District Public Security Bureau; Mr. Ren Jinduan, Chief of Community Section of Putian Civil Affairs Bureau; Mr. Zeng, Party Secretary of Meizhou Town; Mr. Zheng Jianwei, Mayor of Meizhou Town; Mr. Yang Liangrong, Chairman of Meizhou Town People's Congress; And celebrities from all walks of life in Putian. Mr. Zhu Hepu (former director of CPPCC Literature and History Committee), Mr. Xu Peiyuan (former deputy director of Propaganda Department of Municipal Party Committee), (professor of Putian College), Lin (deputy director of Putian Intangible Cultural Heritage Center), Lin (expert of Putian folklore) and Mr. Lin Defu (president of Meizhou Mazu Painting and Calligraphy Institute).

The meeting kicked off in the solemn and majestic March of the Volunteers of National Anthem of the People's Republic of China.

The meeting was presided over by Lin, Vice Chairman of the 4th Mazu Tempel Board of Directors of Meizhou City and Director of the Mazu Tempel Scenic Area Management Division of Meizhou City. The meeting has six procedures, namely:

1. Member of the Party Working Committee of Meizhou Island and Minister of Organization Department read the Reply on the Election of Members of the Fifth Board of Directors and Board of Supervisors of Meizhou Mazu Tempel;

2. Zhang, deputy director of Putian Civil Affairs Bureau, read the "Reply of Putian Civil Affairs Bureau on Social Organization Change";

3. Zhuang Meihua, deputy head of the preparatory group, made a report on the preparations for the first meeting of the Fifth Congress of Believers in Mazu Tempel, Meizhou;

4. Hearing and deliberating the report on the work of the Board of Directors by Lin Jinbang, Chairman of the Fourth Board of Directors;
