On the morning of the 23rd, hundreds of people gathered at the entrance of Haimen Town on the Shenzhen-Shantou Highway, demanding that the police release the demonstrators arrested earlier. The crowd continued to gather to demonstrate. About five or six hundred demonstrators came to the Haimen toll station of Shenzhen-Shantou Expressway to protest, and about two thousand people gathered around. About 200 military police and police cars were on alert, and the police fired tear gas to disperse the demonstrators. That evening, the government negotiated with the demonstrators and reiterated that it would never build a coal-fired power plant. Those who have been arrested before will not be held accountable if they are not involved in illegal crimes and will be released as soon as possible. The demonstrators dispersed after dark.
On the 24th, according to Xinhua News Agency, the gathering incident temporarily subsided, and the Haimen intersection of Shenzhen-Shantou Expressway was lifted after being closed for four days.
