A native of Guidong, Hunan. 1935 join the revolution. 1936 joined the Communist Youth League of China and joined China that year. From 65438 to 0935, he served as the executive member of Beiping Students' Federation, the district captain of China National Liberation Pioneer, the acting organization department director of Corps Department, and the director of CPC District Committee. From 65438 to 0937, he served as secretary and teacher of the Academic Affairs Office of Yan 'an Central Party School of the Communist Party of China, director of the Academic Affairs Office of Marxism-Leninism Institute, deputy secretary of the General Party Branch of the Institute, secretary of the Party Committee of Marxism-Leninism Institute, director of the Central Policy Research Office, secretary and researcher of the Central Materials Office. After 1945, he served as Minister of Propaganda Department of Hebei Municipal Committee of the Communist Party of China, Deputy Secretary of Yushu County Committee, Deputy Director of Northeast Financial and Economic Committee Office, and Director of Policy Research Office of Liaoning Provincial Committee. 1949 participated in the peaceful liberation of Xinjiang as the central Commissioner. After the founding of New China, he served as the Standing Committee Member, Secretary-General and Minister of Propaganda Department of Xinjiang Branch of the Central Committee of the Communist Party of China, Director of the First Office of the General Office of the Central Committee of the CPC, Director of the Secretariat of the CPC Central Committee Office, Standing Editorial Board, Secretary-General and Deputy Editor-in-Chief of Red Flag Magazine. After 1975, he successively served as director of the policy research office of the State Council, deputy head of the finance and trade group of the State Council, vice president of the China Academy of Social Sciences, deputy secretary of the party group, deputy director of the General Office of the Central Committee of the CPC, director of the research office of the Central Secretariat and minister of Publicity Department of the Communist Party of China. 1982 was elected as a member of the Central Committee at the 12th National Congress of the Communist Party of China (CPC) and secretary of the Central Secretariat at the 1st Plenary Session of the 12th Central Committee. 1987 was elected as a member of the Central Advisory Committee at the 13th National Congress in communist party, China. After 1990, he was appointed as the deputy head of the leading group for party history work in the Central Committee of the Communist Party of China.
