1954 In May, Yang Gui was appointed as the secretary of the CPC Linxian County Committee. Although he has only lived here for a year, Yang Gui has kept in mind the harsh local natural environment and the sufferings faced by the people.

After taking office, Yang Gui traveled to more than half of the villages in Linxian County in just over three months, and initially found out the basic situation of the county and the crux of poverty in Linxian County: first, serious water shortage, second, inconvenient transportation and third, endemic diseases.

According to historical records, more than 500 years before the founding of New China, there were more than 0/00 natural disasters and more than 30 droughts in Linxian County. Sometimes, even after years of drought, rivers and wells dry up and crops cannot be harvested.

Faced with such a difficult situation, Linxian County Committee held a meeting and decided to divert water from nearby Zhangzhuohe River to Linxian County. At this moment, Yang Gui, secretary of the county party committee, issued the call of "rearranging the rivers and mountains in Linxian County".

The project started in February 1960. At the beginning of March, on 1960, the committee of returning farmland to forests in Linxian county held a plenary meeting in Pan Yang village. At the meeting, the project of introducing Zhang into the forest was officially named "Red Flag Canal", which means holding high the red flag to advance. After nearly ten years' efforts, the supporting construction of the main canal, branch canal and bucket canal was completed in 1969, with an effective irrigation area of 540,000 mu, and the project was fully completed in July.

The Governor of Chang 'an Street noticed that the construction of Hongqi Canal coincided with the three-year natural disaster period, and the county only had 150 mu of cultivated land, 3 million yuan in reserve and 28 water conservancy technicians. However, the people of Linxian County led by Yang Gui were not intimidated by difficulties and embarked on the road of self-reliance and thrift.

After ten years of construction, the total length of the main canal, branch canal and bucket canal of Hongqi Canal has reached 1.520 kilometers. People leveled 1.250 hills, opened 2 1 tunnels and dug1.8/.800 cubic meters of earth and stone, which is equivalent to building a "Great Wall of Wan Li" with a height of 3 meters and a width of 2 meters from Harbin to Guangzhou. In particular, the total investment of the canal restoration project is 68,656,400 yuan, and the funds allocated by the higher authorities only account for 14.94%, and the Linxian people raise 85.06% by themselves.

Yang Gui was very excited by Chairman Mao's concern. Since then, he directly reported to Chairman Mao the practice and experience of canal repair and water control in the county, and listened to Chairman Mao's guidance on the follow-up work in Linxian County.

After the completion of the Hongqi Canal, nearly 10,000 tourists from all over the country visited Linxian County every day. At the same time, the film "Red Flag Canal" also began to be released nationwide.
