How to ensure the effective implementation of the special plan for capacity improvement?

Demonstration training projects and general training projects are guaranteed by the state finance and local finance respectively. Demonstration training projects are determined by Ministry of Human Resources and Social Security in conjunction with the Ministry of Finance according to the needs of the national "three supports and one support" work and the development of local work, with on-the-job training as the mainstay. The training funds are arranged by the state, and the personnel included in the demonstration training plan are subsidized according to the standard of 3000 yuan per person. General training programs are organized and implemented by the provincial or municipal human resources and social departments according to the actual needs of local work, and local financial departments at all levels arrange corresponding funds.
