Measures for the application and issuance of residence permits for Hong Kong, Macao and Taiwan residents
Article 1 In order to facilitate Hong Kong, Macao and Taiwan residents to work, study and live in the Mainland, and to protect the legitimate rights and interests of Hong Kong, Macao and Taiwan residents, these Measures are formulated in accordance with the relevant provisions of the Provisional Regulations on Residence Permits.
Article 2 Hong Kong, Macao and Taiwan residents who have lived in the Mainland for more than half a year and meet one of the conditions of legally stable employment, legally stable residence and continuous study may apply for residence permits according to their own wishes and in accordance with the provisions of these Measures.
Hong Kong, Macao and Taiwan residents under the age of 16 can apply for residence permits by their guardians.
Article 3 The contents published in the residence permit for Hong Kong, Macao and Taiwan residents include: name, gender, date of birth, address of residence, citizenship number, photo of the person, fingerprint information, validity period of the certificate, issuing authority, issuing times, and entry and exit certificate number of Hong Kong, Macao and Taiwan residents.
The citizenship number shall be compiled by the public security organ in accordance with the national standards for citizenship numbers. The address code of Hong Kong citizen's citizenship number is 8 10000, Macao citizen's citizenship number is 820000, and Taiwan Province citizen's citizenship number is 830000.
Article 4 Public security organs at all levels shall actively coordinate and cooperate with relevant departments such as Hong Kong and Macao affairs, Taiwan Province affairs, development and reform, education, civil affairs, judicial administration, human resources and social security, urban and rural housing construction, transportation, health and health, and do a good job in safeguarding, serving and managing the rights and interests of residence permit holders.
Fifth public security organs at all levels should establish and improve the residence permit management information system for Hong Kong, Macao and Taiwan residents, and do a good job in the acceptance and examination of residence permit applications and the production, issuance and management of documents.
Sixth Hong Kong, Macao and Taiwan residents residence permit is valid for five years, issued by the public security organs of the people's governments at the county level.
Article 7 The residence permit for Hong Kong, Macao and Taiwan residents shall be made according to the technical standards for resident identity cards, and it has two functions: visual reading and machine reading. The contents of visual inspection and machine reading are limited to the items specified in Article 3 of these Measures.
The style of residence permit for Hong Kong, Macao and Taiwan residents shall be formulated by the Ministry of Public Security in consultation with the Hong Kong and Macao Affairs Office of the State Council and the Taiwan Province Affairs Office of the State Council.
Hong Kong, Macao and Taiwan residents' residence permits are uniformly produced by the public security organs of the provincial people's government.
Article 8 Hong Kong, Macao and Taiwan residents applying for residence permits shall fill in the Registration Form for Hong Kong, Macao and Taiwan Residents' Residence Permits, submit entry and exit certificates, and submit proof materials such as residence address, employment and schooling to the police station designated by the public security organ of the people's government at the county level.
Proof of residential address includes house lease contract, house title certificate, house purchase contract or accommodation certificate issued by lessor, employer and school, etc. Employment certificates include industrial and commercial business licenses, labor contracts, labor relations certificates issued by employers or other materials that can prove legal and stable employment; Proof of attendance includes student ID card and other materials issued by the school that can prove continuous attendance.
Article 9 If the residence permit expires, the certificate is damaged, the handwriting is blurred or the residence changes, the holder may reissue it; If the residence permit is lost, you can apply for a replacement. When applying for a new card, the entry and exit certificates of Hong Kong, Macao and Taiwan residents shall be submitted.
When issuing a new card, the original card should be returned.
Article 10 If Hong Kong, Macao and Taiwan residents apply for a residence permit, which meets the requirements for handling, the public security organ that accepts the application shall issue the residence permit within 20 working days from the date of acceptance; In areas with inconvenient transportation, the processing time may be appropriately extended, but the extension time shall not exceed 10 working days.
Eleventh Hong Kong, Macao and Taiwan residents engaged in related activities in the mainland (mainland), need to prove their identity, have the right to use the residence permit to prove their identity, and the relevant units and their staff shall not refuse.
Twelfth Hong Kong, Macao and Taiwan residents residence permit holders shall enjoy the rights of employment, social insurance, deposit, withdrawal and use of housing provident fund. The people's governments at or above the county level and their relevant departments shall provide the following basic public services for holders of residence permits for Hong Kong, Macao and Taiwan residents:
(1) compulsory education;
(2) Basic public employment services;
(3) Basic public health services;
(4) Public cultural and sports services;
(5) Legal aid and other legal services;
(six) other basic public services stipulated by the state and the place of residence.
Thirteenth Hong Kong, Macao and Taiwan residents residence permit holders in the mainland (mainland) to enjoy the following facilities:
(1) Taking domestic flights, trains and other means of transportation;
(2) accommodation hotels;
(3) Handling banking, insurance, securities, futures and other financial services;
(4) Shopping, purchasing tickets for parks and various cultural and sports venues, conducting cultural, entertainment, business trips and other consumption activities that are treated equally with mainland residents;
(5) Handling motor vehicle registration at the place of residence;
(six) to apply for a motor vehicle driver's license at the place of residence;
(seven) to take the vocational qualification examination at the place of residence and apply for the granting of vocational qualifications;
(eight) registration of maternity services in the place of residence;
(nine) other convenient conditions stipulated by the state and residence.
Fourteenth state organs and their staff should keep confidential the personal information of residence permit holders they know in the course of their work.
Fifteenth Hong Kong, Macao and Taiwan residents residence permit holders in any of the following circumstances, the residence permit shall be declared invalid by the issuing authority:
(a) the loss of Hong Kong, Macao and Taiwan residents;
(two) the use of false proof materials to defraud Hong Kong, Macao and Taiwan residents residence permit;
(three) may cause damage to national sovereignty, security, honor and interests;
(four) Hongkong, Macao and Taiwan Province residents' entry and exit certificates have been cancelled, confiscated or declared invalid (except for normal replacement).
Sixteenth in violation of the provisions of the handling and use of residence permits, shall be punished in accordance with the relevant provisions of the "Provisional Regulations on Residence Permits".
State organs and their staff who violate the relevant provisions on residence permit management shall be punished according to law; If a crime is constituted, criminal responsibility shall be investigated according to law.
Seventeenth for the first time to apply for a residence permit, free documents. The certificate fee shall be paid for the renewal and replacement of the residence permit. The specific charging methods shall be implemented with reference to the relevant provisions of the Provisional Regulations on Residence Permit.
Eighteenth Hong Kong, Macao and Taiwan residents moved to the mainland (settled in the mainland, in accordance with the relevant provisions, these measures are not applicable.
Article 19 The residents of Hong Kong, Macao and Taiwan Province mentioned in these Measures are collectively referred to as "residents of Hong Kong and Macao" and "residents of Taiwan Province Province". Among them, "Hong Kong and Macao residents" refer to China citizens who have settled in Hong Kong and Macao Special Administrative Regions and do not have mainland household registration; "Residents of Taiwan Province Province" refers to China citizens who have settled in Taiwan Province Province and do not have mainland household registration.
The residence permit for Hong Kong, Macao and Taiwan residents as mentioned in these Measures includes the residence permit for Hong Kong and Macao residents in People's Republic of China (PRC) and the residence permit for Taiwan Province residents in People's Republic of China (PRC).
The entry and exit certificates of Hong Kong, Macao and Taiwan residents mentioned in these Measures include Hong Kong and Macao residents' travel permits to and from the mainland and Taiwan Province residents' five-year mainland passes.
Article 20 The people's governments of provinces, autonomous regions and municipalities directly under the Central Government may, according to the comprehensive carrying capacity of their respective administrative regions and the needs of economic and social development, formulate detailed implementation rules in accordance with these Measures.
Article 21 These Measures shall come into force as of September 1 year.
Interpretation and analysis of the new policy

According to the above measures, Hong Kong, Macao and Taiwan residents can enjoy three rights such as employment, participation in social insurance, withdrawal and use of housing provident fund, and six basic public services such as education, employment, health, culture and sports, involving nine conveniences in all aspects.
Comprehensive national treatment has always been one of the main concerns of Hong Kong, Macao and Taiwan people who are employed in the Mainland. At present, Hong Kong, Macao and Taiwan residents can travel to and from the mainland (the mainland can rely on the Hong Kong and Macao residents' travel permit (commonly known as the "Home Visit Permit" and the mainland travel permit for taiwan residents "commonly known as the" Taiwan Compatriot Permit "), but these two documents are not as convenient as expected in the use process.

In fact, this is also the most concerned point of most Hong Kong, Macao and Taiwan residents who are employed in the Mainland. In this regard, it is widely believed that this means that more compatriots from Hong Kong, Macao and Taiwan, especially those from Hong Kong who suffer from high housing prices, will be expected to use the provident fund to buy houses in the Mainland.
At present, there is a big gap between housing prices in Hong Kong and mainland cities. According to the latest housing price data released by research institute Numbeo in July, Hong Kong is far ahead with 28,836 US dollars/square meter (about 200,000 yuan/square meter), while Beijing, which has the highest housing price among mainland cities in July, is only 637 1 1 yuan/square meter.
