Qiang Jianhua was born in Yijun, Shaanxi. 1937 * * Joined China. The following year, he entered Northern Shaanxi College. He used to be secretary of CPC Zhong Yi County Committee and deputy secretary of Xinning and Tongchuan County Committee. After the founding of People's Republic of China (PRC), he served as secretary of the CPC County Committee, county magistrate, deputy director of the Qinghai Provincial Communications Department, director of the Provincial Fuel Industry Bureau, deputy director of the Provincial Family Planning Commission, first secretary of the CPC Xining Municipal Committee, member of the Standing Committee of Qinghai Provincial Committee, and deputy director of the Standing Committee of the Sixth National People's Congress of Qinghai Province. He is a delegate to the 12th National Congress of the Communist Party of China (CPC).
