Shang Di Group was formerly a state-owned enterprise. Why did it become a private enterprise?

It is understood that in that year, Shang Di Group became one of the top 500 self-operated import and export enterprises in China and ranked first among the self-operated export enterprises in Shandong Province. Also in this year, Zhu Lihua's Weihai Textile Group Import and Export Company completed the shareholding system reform, changed from state-owned to private, and became Weihai Textile Group Import and Export Co., Ltd.
