Tong Daning, male, Manchu,1born in September 1950, born in Beizhen, Liaoning Province, with a university degree,1joined China in April 1975. 1969 1 joined the work, 1984 served as the director and deputy director of the pilot department and comprehensive department of the state commission for economic restructuring, 1993 served as the director of the pilot department, 1998 served as the deputy director of the administrative department of the Secretariat of the State Council Economic Restructuring Office, on June 5438, 2006. In February 2003, he served as director of the administrative department (director level) of the Social Security Fund. In June 2003, he served as director of the General Office of the Social Security Fund and deputy secretary of the Party Committee of the Social Security Fund.

On February 2, 2004, Kloc-0, Tong was criminally detained on suspicion of espionage and arrested on March 26 of the same year. It is verified that Tong was entrusted by Taiwan Province spy agency 1990 from February 2004 to February 2004 to collect and provide state secrets for the spy agency of Taiwan Province Military Intelligence Bureau. Taking advantage of his work, Tong repeatedly provided top secret, confidential and secret documents issued by the Central Committee of the Communist Party of China, the State Council and other departments to spy organizations in Taiwan Province Province, and received more than $26,543,800+from spy organizations in Taiwan Province Province.

On August 22, 2005, the Beijing No.2 Intermediate People's Court found Tong Daning guilty of espionage, sentenced him to death, deprived him of his political rights for life, and confiscated all his personal property. The child refused to accept the appeal. On June 30, 2005, the Beijing Higher People's Court ruled that the appeal was dismissed and the original judgment was upheld.

On March 23, 2006, with the approval of the Supreme People's Court, the death penalty was executed. In April 2006, the plenary session of the Party Committee of the National Social Security Fund made a decision to expel Tong Daning from the Party. After consulting the Party Committee of the Social Security Fund and reporting to the Working Committee of the Central State Organs for approval, Tong Daning was given the punishment of expelling from the Party according to the provisions of Articles 52 and 33 of the Regulations on Disciplinary Actions in People's Republic of China (PRC).
