Before liberation, he served as the county magistrate of Quyang County, the Commissioner of the First Division of Shanxi-Chahar-Hebei Border Region, the Commissioner of the Thirteenth Division, the Secretary-General of Chahar Provincial Party Committee, the Director of Harbin Industrial and Commercial Bureau and the Director of Industrial Bureau. After the founding of New China, he served as the Standing Committee of Harbin Municipal Committee, Vice Mayor, Director of Songjiang Provincial Industry Department and Deputy Director of Northeast Coal Mine Administration. 195 served as vice president of Beijing Institute of Mining and Technology (now China University of Mining and Technology) in September, and196/kloc-0 served as president of Beijing Institute of Mining and Technology in August.

Chen Yifan took part in the revolution in his early years.
