The village party secretary is generally elected by party member and the village party branch. If there are special reasons, it shall be appointed by the higher party organization.
2. The responsibilities of the village party secretary:
First, under the guidance of Scientific Outlook on Development, in accordance with the requirements of production development, affluent life, civilized rural customs, clean village appearance and democratic management, we presided over the discussion and decided on major issues of the village's economic and social development, studied and determined the new rural construction plan and measures to enrich the people and strengthen the village in line with the actual situation of the village, and promoted the scientific development of the village.
The second is to implement the policy of supporting agriculture, benefiting farmers and strengthening agriculture of the higher party committee and government, lead and guide the people in party member to do a good job in agricultural production, promote the adjustment of agricultural industrial structure, and lead farmers to become rich.
Third, keep close contact with the masses, understand their thoughts, organize party member cadres to do practical things and do good deeds for the masses, and support and guarantee villagers to carry out autonomous activities according to law.
Fourth, strengthen villagers' education, do a good job in comprehensive management of social security, safe creation, family planning and other work, ease and resolve contradictions and disputes, and promote rural social harmony and stability.
Fifth, implement the party's principle of democratic centralism and strengthen the construction of village party branches.
3. Village director, commonly known as "village head". The village director is the person in charge of the villagers' committee and the grass-roots mass autonomous organization of the villagers. According to the relevant provisions of the Organic Law of the Villagers' Committee of the People's Republic of China, it is democratically elected by the villagers of the village for a term of three years and can be re-elected. According to the provisions of the Electoral Law of People's Republic of China (PRC), any legal citizen of China who has reached the age of 18 is eligible to be elected as the village director of his village.
4. Responsibilities of the village party secretary:
First, under the leadership of the Party branch, in accordance with the provisions of the Organic Law of Villagers' Committees, lead a group of villagers' committees to implement villagers' autonomy.
Two, presided over the overall work of the villagers committee, organize all members to implement the resolutions of the villagers' representatives, and regularly report the implementation to the villagers' meeting and the villagers' representative meeting.
The third is to organize a meeting of villagers' committee members to discuss and formulate the economic and social development plan of the village, solve the production difficulties of the villagers, help the poor, and drive the villagers to develop their economy and achieve common prosperity.
Four, leading the work of two members of the village committee and six chairmen and militia, and regularly inspecting and supervising them to complete various tasks.
Five, conscientiously implement the party's line, principles and policies, take the lead in obeying the law.
Six, lead the villagers to complete the national order and pay taxes, and organize the villagers to use local advantages to set up public welfare undertakings.
Seven, convene and preside over the villagers' committees and villagers' congresses, accept democratic supervision, and actively cooperate with the town people's government to carry out various work.
