He has served as assistant dean, vice president and secretary of the Communist Youth League General Branch of Shanghai Municipal Engineering Research Institute, vice president, dean and deputy secretary of the Party Committee of Shanghai Municipal Engineering Research Institute, director of the construction planning department of Shanghai Construction Committee and director of the construction planning and science and education department of Shanghai Construction Management Committee.

In September of 20001year, he served as the deputy director of Shanghai Water Affairs Bureau.

From June 2006 to February 2006, he served as deputy general manager of Shanghai Urban Construction Investment and Development Company.
