Article 1 In order to strengthen funeral management, promote funeral reform and promote the construction of socialist spiritual civilization, these Measures are formulated in accordance with the Regulations of the State Council on the Administration of Funeral and combined with the actual situation of this province.

Article 2 These Measures shall apply to funeral activities and their management within the administrative area of this province.

Article 3 People's governments at all levels shall strengthen their leadership over funeral work, formulate specific plans for cremation, and incorporate the construction and renovation of funeral service facilities into urban and rural construction plans and capital construction plans.

Article 4 The civil affairs department of the people's government at or above the county level is the competent department of funeral management, and is responsible for the funeral management within its administrative area. City, county (District) funeral management institutions entrusted by the civil affairs department of the people's government at the same level, responsible for the daily work of funeral management. Land, public security, industry and commerce, transportation, health, forestry, construction, environmental protection, ethnic and religious departments shall, in accordance with their respective responsibilities, jointly do a good job in funeral management.

State organs, social organizations, enterprises and institutions, neighborhood (village) committees and other organizations shall support and publicize the funeral reform, and guide citizens to conduct funerals in a civilized and frugal manner.
