Zhao Tuo, a native of Calm County, Hengshan County, was a general of the Qin Dynasty. He and Ren Tao went south to attack Baiyue. Later, there was chaos at the end of Qin Dynasty, and Zhao Tuo carved up Lingnan and established Nanyue State. Zhao Tuo is the king of South Vietnam.

In 2 19 BC, Qin Shihuang sent Tu Sui and Zhao Tuo to pacify Lingnan with 500,000 troops. During this period, Tu Youyou was killed by the local people for killing innocent people indiscriminately, which caused stubborn resistance from the local people. Subsequently, Qin Shihuang re-appointed Ren Tao as the main commander-in-chief, and together with Zhao Tuo, he led an army to pacify the crossing. After four years of hard work, Lingnan was finally incorporated into the territory of Daqin in 2 14 BC.

After Qin Shihuang successfully pacified Yue Emperor, he appointed Zhao Tuo as Longchuan County Magistrate. Under the governance of Zhao Tuo, the life in Vietnam gradually calmed down and people lived and worked in peace and contentment. At the end of Qin dynasty, insurgents swarmed from all over the country. In 208 BC, Nanhai County made Ren Tao seriously ill. Before he died, he called Zhao Tuo, then the magistrate of Longchuan County, and explained the current situation of the country to him. Ren Tao told Zhao Tuo that he could rely on the favorable terrain of Nanhai County, which is surrounded by mountains and seas, to build the country and resist the invasion of the Central Plains uprising troops. Shortly after Ren Tao's death, Zhao Tuo conveyed the instructions of risk defense to the troops in Nanling Pass, in order to prevent the invasion of the Central Plains uprising troops, and took the opportunity to kill the officials who were placed in Nanhai County by the Qin Dynasty and put in cronies. In 203 BC, Zhao Tuo invaded and annexed Guilin County and Xiang Jun County, and with the support of local Han and Yue people, it established Nanyue State, calling itself the "King of Nanyue", with Panyu as its capital and a territory of thousands of miles.

Liu Bang sent Lv Jia to lobby Nanyue, and Zhao Tuo, the king of Nanyue, surrendered to the Han Dynasty, making Nanyue a vassal state of the Han Dynasty. Since then, Nanyue State and the Han Dynasty have exchanged envoys and communicated with each other, and Liu Bang succeeded in bringing Zhao Tuo to its knees through peaceful means.

Zhao Tuo died in 137 BC at the age of 100 and was buried in Panyu (present-day Guangzhou).
