Since the flood season this year, China's rainfall and water regime is extremely complicated, geological disasters occur frequently, and the prevention situation is extremely severe. On August 8, a catastrophic flash flood and debris flow occurred in Zhouqu, Gansu, causing 1.337 deaths and 407 missing. On August 12, Wenchuan, Mianzhu and Dujiangyan, Sichuan, suffered catastrophic mountain torrents and mudslides, killing 7 people and leaving 37 missing. On August 18, another mudslide occurred in Gongshan, Yunnan, killing 4 people and leaving 87 missing. After the disaster, the CPC Central Committee and the State Council attached great importance to it and quickly deployed rescue and relief work. All units and departments cooperated closely, with the full support of the whole country, and the rescue and relief work was orderly and powerful. Under the strong leadership of the CPC Central Committee and the State Council, the Ministry and the land departments at all levels started the emergency response to geological disasters in time, and quickly organized local land system cadres and workers to invest in emergency rescue and relief work. The Ministry dispatched experts and technical teams in time to assist local governments in emergency response to geological disasters and post-disaster recovery and reconstruction. At present, with the joint efforts of everyone, all the work in the disaster areas such as Zhouqu in Gansu, Mianzhu in Sichuan, Wenchuan in Yunnan and Gongshan is being carried out in an orderly and intense manner.
On August 1 1, our department held an emergency video conference on the prevention and control of geological disasters in flood season to make further arrangements for the prevention and control of geological disasters, which was well implemented in various places. Just now, Director Zheng Jiangping of China Meteorological Bureau made a detailed analysis of the recent national meteorological situation, and China will usher in a new round of large-scale rainfall, involving more than 20 provinces, autonomous regions and municipalities. The maximum rainfall in some areas may exceed 200 mm, and the prevention and control of geological disasters is once again facing a huge test. In response to this heavy rainfall, the leaders of the State Council made important instructions, pointing out that heavy rainfall is prone to occur in the next ten days, and it is necessary to strengthen the prevention of floods and geological disasters, pay special attention to dangerous areas in earthquake-stricken areas such as Wenchuan, and promptly transfer people to avoid risks. Yesterday afternoon, on his way, Minister Xu made special arrangements to prevent geological disasters caused by recent heavy rainfall.
In order to implement the spirit of the instructions of the central leadership and the deployment arrangements of Minister Shao Shi, and do a good job in disaster prevention caused by heavy rainfall, I will briefly talk about three points below:
First, thoroughly implement the deployment of the CPC Central Committee and the State Council, and further improve the prevention and control of geological disasters.

On August 1 1, Minister Xu conveyed the main points of the The Politburo Standing Committee (PSC) meeting, put forward clear requirements for the prevention and control of geological disasters nationwide, and emphasized the task of doing a good job in emergency rescue and disaster relief in Zhouqu. Land and resources departments should thoroughly implement the deployment and requirements of the Party Central Committee and the State Council for emergency rescue and disaster relief, and attach great importance to the prevention and control of geological disasters.
(a) fully understand the seriousness of the current geological disaster prevention and control work.
My department has repeatedly emphasized the seriousness of geological disaster prevention and control work. It is still in the main flood season from August to September, and it may experience several rounds of heavy rainfall, and the flood season may be postponed, so the prevention and control of geological disasters cannot be relaxed at all. Judging from this year's situation, old spots and new spots are triggered at the same time, including hidden dangers that have been investigated and new geological disasters that are not within the scope of prevention. In some places, due to several rounds of heavy rainfall, the rocks are loose and the soil is saturated, and the ground disasters are often sudden and unprepared, and the situation is very serious. Despite the grim situation, we must firmly believe that the prevention and control of geological disasters are completely different from grasping and not grasping, investigating and not investigating, preventing and not preventing, and treating and not curing. We should do well in fortifications in a targeted manner, be prepared for any danger, and increase our prevention efforts, especially to prevent some major geological disasters such as large-scale, high-speed and long-distance mudslides and collapses.
(two) have a clear understanding of the concealment, suddenness and destructiveness of geological disasters.
Due to the complexity of geological environment conditions in China, geological disasters are very developed in China. In the vast mountainous areas, geological hazards such as collapse, landslide and debris flow can be seen everywhere. In addition, the prediction of external dynamic effects such as rainfall and earthquake that cause geological disasters is far from timely and accurate, which leads to the complicated formation mechanism and disaster-causing process, showing strong concealment and suddenness. Once a disaster happens, it is also very destructive. We must have a clear understanding of these characteristics of geological disasters, and tell our cadres and the masses about these three characteristics, so that everyone can keep the string of disaster prevention in their minds at all times and take the initiative to prevent disasters. Large-scale mountain torrents and mudslides in Mianzhu and Wenchuan, Sichuan Province have not caused a large number of casualties, which is closely related to the vigilance and disaster prevention awareness of local cadres and masses.
(C) a comprehensive understanding of the limitations of the current geological disaster prevention and control work
At present, there are some problems and weak links in the prevention and control of geological disasters in China, such as basic situation investigation, construction of administrative management and technical support team, monitoring and early warning and impending disaster prediction, construction and operation of group monitoring and prevention system, organization and implementation of impending disaster avoidance, investment and arrangement of prevention funds, post-disaster emergency disposal and post-disaster recovery and reconstruction. All localities should have a comprehensive and sober understanding of these problems and take targeted measures as soon as possible.
Second, based on disaster prevention and resilience, go all out to do the next stage of geological disaster prevention and control work.
(a) to further implement the responsibility for disaster prevention.
All localities should fully implement the responsibility system, vertically implement it to provinces, cities, counties, townships and villages, and horizontally implement it to relevant departments and units. Leadership is the key to the prevention and control of geological disasters. To establish a sound leadership responsibility system, the main leaders should personally grasp the prevention and control of geological disasters, and the leaders in charge should specifically grasp the prevention and control of geological disasters. Everyone has a burden on his shoulders, and every job has a landing. It is necessary to assist the county (city) governments and township (street) governments that are prone to geological disasters to decompose the responsibility for disaster prevention at hidden points within their respective jurisdictions into people, so as to ensure that every link and post is grasped and managed. It is necessary to make use of various ways to disclose to the public those responsible for disaster prevention and those responsible for monitoring hidden dangers of geological disasters, and publish telephone numbers for reporting disasters and dangers in television, newspapers and other media.
(two) close cooperation to form a joint force for disaster prevention.
The prevention and control of geological disasters is a complex systematic project, a protracted war, and a large-scale war involving governments at all levels and departments, which needs the support and cooperation of all parties. First, cooperate with meteorological and water conservancy departments, pay attention to rain and water conditions, and do a good job in public opinion monitoring. All localities should further promote meteorological early warning. According to the requirements of our Ministry and China Meteorological Bureau, the meteorological early warning and forecast of geological disasters should be pushed down to the county level to improve the refinement and accuracy of the forecast. At the same time, the early warning and prediction of geological disasters should be regarded as a good window to remind the public and publicize the work. Second, strengthen cooperation with development, reform and financial departments, strive for support in disaster prevention projects and funds, and give priority to eliminating major hidden dangers that threaten a large number of people and property. Third, with the support of the local government, guide and urge the transportation, railway, water conservancy, construction, education and other departments to do a good job in the prevention and control of geological disasters in their respective fields. Fourth, cooperate with civil affairs and safety supervision departments to do a good job in emergency rescue, disaster relief and emergency disposal. Fifth, we should further rely on grassroots organizations in villages and towns and grassroots cadres in party member, and give full play to their backbone role in disaster prevention and relief.
(3) improve and perfect the system of group prevention and treatment.
This is the most effective means under the existing circumstances, and it needs to be continuously improved and perfected. To improve and perfect group monitoring and prevention, first, strengthen disaster prevention knowledge and sense of responsibility. It is necessary to strengthen the training of mass supervisors so that they can master the basic knowledge of disaster identification, disaster reporting and disaster prevention, enhance their sense of responsibility and solve their specific difficulties. Once there is danger, tell the masses how to evacuate and where to run, otherwise people will panic, and the evacuation process itself will cause great trouble and even casualties. We have done a lot of work, only for grassroots cadres, only for the national land system, not for ordinary people and threatened people. The vice governor of Sichuan Province gave a simple example. We have done a lot of rectification to control drunk driving, and the effect is not ideal. This time, it is much better to inform all drivers directly to control drunk driving. Group monitoring and prevention should tell the masses about the disaster knowledge and evacuation route, and do not return to the dangerous area without authorization after evacuation. We should take the system of mass prevention and treatment as the most critical link to do a good job.
(4) Further strengthen the investigation of hidden dangers.
Whether the geological disaster investigation is comprehensive and in place is the key to avoid heavy losses. First, re-check, frequent inspection and regular inspection, focusing on densely populated urban areas and areas prone to geological disasters such as mountain slopes, gullies, both sides of traffic trunk lines, reservoir banks, mined-out areas, and identified hidden dangers; The second is to conduct dynamic inspections according to weather conditions; Third, in view of the major hidden dangers found in the investigation, it is necessary to incorporate them into the monitoring system, formulate emergency plans for geological disasters in a targeted manner, organize experienced experts to hold consultations and multi-party demonstrations, and take engineering measures such as exploration when necessary to find out the causes and disaster modes.
(5) In the face of disasters, special emphasis should be placed on avoiding danger.
Once there are signs of extreme weather and disaster, it is better to believe than not to believe. It is necessary to make suggestions to local governments and resolutely avoid risks. We must resolutely evacuate the crowd, preferring to listen to dirty words rather than cry. It is not easy to avoid danger in time. Many successful examples show that in order to avoid danger in a timely and orderly manner, we must do the following work well: First, we must make emergency preparations, improve and refine emergency plans, and formulate detailed emergency handling work plans. Second, it is necessary to strengthen the publicity and popularization of disaster prevention knowledge, so that all people in danger zones have a good idea of the upcoming disaster avoidance actions. Third, it is necessary to strengthen monitoring and inspection and not let go of any precursor phenomenon. In order to encourage the sense of responsibility and dedication of mass supervisors, a mass supervisor in Qianjiang, Chongqing has been monitoring the hidden dangers of landslides for six years. One day in June this year, a landslide was in danger. He promptly alerted the police and decisively cooperated with the village cadres to organize the evacuation of people in dangerous areas. 1 hour landslide occurred, almost all the houses under the landslide were buried, and 48 people managed to escape. Once a dangerous disaster occurs, it should be dealt with promptly and forcefully. Fourth, it is necessary to strengthen emergency duty and emergency response, receive disaster and danger information at the first time, and organize personnel to rush to the scene to carry out emergency treatment at the first time. On July 28th, a landslide occurred in the market town of Wangong Township, Hanyuan, Sichuan. If the township cadres and the cadres of the National Land Office hadn't rushed to the scene in time to organize the mass transfer, the casualties would have been even greater.
(6) Strengthen prevention in key areas.
We should attach great importance to the prevention and control of geological disasters in the Three Gorges reservoir area, earthquake-stricken areas, southwest mountainous areas and southeast typhoon-affected areas. Special attention should be paid to the prevention and control of geological disasters along railways, highways, rivers and densely populated areas. The departments of land and resources in Hubei and Chongqing, which are involved in the Three Gorges reservoir area, should fully understand the importance of the work in the Three Gorges reservoir area, do a good job in monitoring and early warning of geological disasters and emergency rescue during the flood season, pay close attention to the completion of geological disaster prevention and control projects, and conscientiously do a good job in project acceptance, scientific research, publicity and summary. The departments of land and resources of Sichuan, Shaanxi, Gansu and Qinghai, which participated in the Wenchuan and Yushu earthquakes, should continue to carry forward the great spirit of earthquake relief, overcome unfavorable conditions, further strengthen leadership, make careful arrangements and make solid progress, and protect the people in the disaster areas from secondary injuries to the maximum extent. In other areas, we should also do a good job in the prevention and control of geological disasters.
(seven) to strengthen publicity and mobilize social forces to participate in disaster prevention and control.
Please pay attention to three aspects. First, it is necessary to publicize the basic knowledge of concealment, suddenness, destructiveness and disaster prevention of geological disasters and improve the public's awareness and ability of disaster prevention. The second is to analyze and publicize the causes of frequent sudden disasters and the particularity of disasters. Third, it is necessary to publicize the hard work of successful avoidance and group prevention and treatment monitors, and enhance the positive understanding of the society on the prevention and control of ground disasters.
(eight) to further improve the level of disaster prevention technology.
Fundamentally speaking, improving the level of prevention and control of geological disasters depends on scientific and technological progress. All land and resources departments and relevant geological prospecting units should strengthen the analysis, research, summary and standardization of ground disasters, and improve and innovate the prevention and control of ground disasters with the times. On the basis of further improving the group monitoring and prevention system and giving full play to the role of science and technology, more attention is paid to the important role of science and technology in the prevention and control of geological disasters. It is necessary to increase investment in science and technology, organize scientific and technological research, and organize experts to investigate and summarize the prevention and control laws of geological disasters, so as to provide reference experience for future prevention and control.
Three, continue to do a good job in the rescue and relief work in Zhouqu, Gansu, Wenchuan, Sichuan, Mianzhu and Gongshan, Yunnan.
At present, more than ten days have passed since the catastrophic mudslide disaster in Zhouqu, but the work still cannot be relaxed. All aspects of the Ministry system should cooperate closely. At present, the focus of emergency rescue and disaster relief work in Zhouqu should focus on these four aspects. First, on the basis of emergency investigation of geological disasters, conduct re-investigation, re-inspection and re-verification, monitor the newly discovered hidden dangers in time, and clarify the responsible person. It is necessary to delimit the danger zone of geological disasters and put forward specific suggestions for transferring and avoiding risks. Strengthen the monitoring and early warning of rain and water conditions, think more seriously about the problem and consider it more comprehensively, promptly and resolutely organize threatened people to transfer to avoid risks, and effectively avoid the recurrence of mass deaths and injuries. Second, the ministries and agencies, the Bureau of Surveying and Mapping, the Aviation and Remote Control Center, and the Environmental Monitoring Institute should strengthen communication and close cooperation, improve the emergency mechanism, form a strong synergy, and do a good job in various safeguards. The third is to do a good job in post-disaster reconstruction, and put forward constructive suggestions on disaster prevention, reclamation of damaged farmland and site selection for post-disaster reconstruction through disaster investigation. The relevant departments of the Ministry should guide the post-disaster geological disaster prevention and control planning, and submit the results such as the implementation plan of the control project, the demonstration plan of in-situ reconstruction of the geological environment, the construction plan of geological disaster emergency capacity and the overall planning text of geological disaster prevention and control on schedule.
From the night of 18 to the early morning of 19, heavy rain occurred in many places in Sichuan, causing a large number of landslides and mudslides. The disasters in Mianzhu, Yingxiu and Wenchuan are still expanding, and emergency rescue and disaster relief have entered the most difficult period. A large number of affected people need safe temporary resettlement sites. The relevant departments of Sichuan Province went all out to concentrate a large number of experts and technical teams to go all out in the disaster areas. The Ministry has informed neighboring provinces to get ready and mobilize forces to support the affected areas at any time. /kloc-in the early morning of 0/8, the catastrophic mountain torrents and mudslides in Gongshan County, Nujiang Prefecture, Yunnan Province were in the process of emergency rescue and relief. After a long journey, Minister Xu led the expert group of the Ministry to carry out investigation and evaluation, prevention of secondary disasters, investigation of hidden dangers of geological disasters in surrounding areas, and site selection of mass resettlement sites. At present, land and resources departments at all levels are dealing with a large number of small and medium-sized geological disasters. With the arrival of this large-scale heavy rainfall, our geological disaster prevention and control work is facing great pressure from two fronts, and the task is very arduous.
Faced with the grim situation, social needs and difficulties in our work, we must attach great importance to it ideologically, carefully study and arrange it in our work, and be ready for the disaster prevention and control this year. Land and resources departments at all levels should always keep a clear head, go all out, go all out to prevent geological disasters, and ensure the safety of people's lives and property to the maximum extent.
