The prison system in the whole region consists of 22 units, with a total land area of 960,000 mu, and 22 prison enterprises, mainly engaged in machinery manufacturing, building materials, coal production, clothing processing and grain production. Most prisons in this area were built in 1950s and 1960s. From 65438 to 0969, the prisons in Chifeng, Tongliao and Hulunbeier were respectively assigned to Liaoning, Kyrgyzstan and Heilongjiang provinces with the change of administrative divisions. 1970, the prisons in the western region were abolished, a large number of cadres were transferred to Shanxi and Hebei provinces with criminals, and prison assets were handed over to local governments; 1973, prison restoration in the western part of the autonomous region; 1979, the prisons in Chifeng, Tongliao and Hulunbeier were recovered from the three northeastern provinces. Except Xilinhot prison, all the prisons in Union City were established during the 1983 "strike hard" period. At that time, some old factories and farms were transformed into prisons to accept a large number of new prisoners. Subsequently, according to the situation that the number of prisoners decreased year by year, it was merged into the current three prisons.
