1986 12 was elected as an alternate member of the Central Committee at the Sixth National Congress of the Communist Party of Vietnam.
1991June was elected as a member of the Seventh Central Committee of the Communist Party of Vietnam.
June 1996 The Eighth National Congress of the Communist Party of Vietnam was elected as a member of the Central Committee. He used to be the minister of internal political security of the Central Committee of the Communist Party of Vietnam, and was on the same tower as the secretary of the provincial party committee.
