Fushun, which was just liberated on 1948, was the stage when China's people's liberation war entered a national victory. According to the Central Committee of the Communist Party of China's call for "all democratic parties, people's organizations and social elites to hold a political consultation meeting quickly to discuss the realization of convening a people's congress and establishing a Coalition government", under the leadership of the Fushun Municipal Committee of the Communist Party of China, the city, after a period of preparation, elected a consultative committee of people's congresses from all walks of life in Fushun on June 25th1949+065438+1October 25th. After the establishment of the Consultative Committee, it acts as the authority of the people's congress, elects members and mayors of the people's government of our city according to the spirit of the common program, deliberates government work reports, assists the government in contacting and mobilizing people from all walks of life, implements national policies and decrees, and strengthens the unity and progress of democratic parties, people's organizations and Democrats. At that time, it played a great role in promoting the recovery and development of China's national economy, implementing social changes, consolidating the people's democratic dictatorship, and developing and expanding the patriotic United front.

By May of 1955, the CPPCC had gone through two sessions, each with a term of three years, with 15 members (later increased to 33), with cutie and Yu Ping as chairmen successively. In the past six years, the Consultative Committee has held 27 plenary meetings, voted and adopted many important resolutions, and promoted the handling and handling of 820 public opinions and 18 14 members' proposals. 1950 immediately after the outbreak of the Korean War, the CPPCC established the Fushun Branch of the China Working Committee for Defending World Peace, actively promoting people from all walks of life to donate money and materials and carrying out various condolence activities. Among them, RMB 162 billion was donated (old RMB, equivalent to the purchasing power of 10 aircraft at that time), which strongly supported the War to Resist US Aggression and Aid Korea with practical actions.

With the development of socialist revolution and construction in our city and the continuous improvement of people's democratic system, people's congresses have been elected by universal suffrage. On May 1955, on the basis of CPPCC, Fushun CPPCC was formally established. During this period, our CPPCC won the trust of the party and government and the people of the whole city with its fruitful work. By 1966, CPPCC has gone through four stages. The term of office is three years, with 15 sectors (later increased to 22), 45 members (later increased to 247) and 17 members (later increased to 5 1 member), with Shen Yue as the chairman.

Starting from 1964, all members of CPPCC began to attend the annual meeting of the Municipal People's Congress as nonvoting delegates and directly participate in the consultation and discussion of major national and local policies. 1 During the 4th CPPCC, members put forward a total of 372 1 piece, which played a positive role in formulating policies, solving social problems, and promoting social stability and production development.

During the "Ten-year turmoil" in which the Party and the country were severely damaged, the CPPCC in our city also suffered great disasters and was forced to stop its activities. It was not until the Gang of Four was crushed and the focus of the Party and the state shifted to socialist modernization that the work of CPPCC in our city "returned to the earth in spring" and entered the stage of recovery and vigorous development.

From1978165438+10 to now, CPPCC has gone through seven sessions, from the fifth to the eleventh, with a term of five years. The number of sectors participating in CPPCC increased from 2 1 to 30, the number of members increased from 3 15 to 44 1, and the number of standing committee members increased from 64. Members include outstanding people from all parties, groups, nationalities and all walks of life. The establishment of CPPCC has been expanded from one office and one study committee to eight bureau-level organizations, including general office, research office and six special committees. The establishment of government agencies increased from 12 to 53. According to their professional knowledge, the members have been included in more than 30 contact groups of the China People's Political Consultative Conference, so as to carry out regular activities.

Since 1982, seven counties and districts have resumed the establishment of CPPCC organizations in three years. There are more than 1 100 people in party member at the level of Fuzhou, county and district, and at the national and provincial levels, among which more than 60% are from democratic parties and people without party affiliation. The fourth-level CPPCC party member is 4.5 times higher than before the Cultural Revolution.

At the beginning of the resumption of CPPCC, in order to eliminate the lingering fear brought by the "Left" line to CPPCC members, CPPCC members and members of democratic parties studied and implemented the spirit of the Third Plenary Session of the Eleventh Central Committee of the Party and the theoretical policies of the United Front in the new period. At the same time, 375 policies were implemented for 355 CPPCC members at all levels in the city, and confiscated property and wages were returned by mistake. Total replacement compensation168,000 yuan, and 24 sets of houses 124 sets were retired, which made a large number of CPPCC members overjoyed and rekindled their passion for the first place.

During the Sixth Committee, CPPCC held five consecutive meetings to exchange the experiences of people from all walks of life who have contributed to the construction of two civilizations, and commended and rewarded nearly 1,000 advanced individuals who stuck to their posts and served the motherland.
