Zhang Shiying (1843- 19 15) was born in Qin Zhou, Gansu Province (now Qinzhou District, Tianshui City). At the age of seven, he lost his mother and his father was very filial. In the second year of Guangxu (1876), Guangxu was admitted to imperial academy as Jishi Shu in the sixth year. Guangxu became the magistrate of Ganquan County in Shaanxi Province in nine years, and then served as the magistrate of Wugong, Weinan, Fengxiang, Pucheng, Shiquan, Fengxian, Chenggu County, neighboring states and Shangzhou for 28 years. Wherever we go, we will implement new policies, reform shortcomings and promote interests. Weinan is said to be difficult to treat in Shaanxi. His measures began with strengthening local organizations, setting up village heads, presidents and directors, and managing them at different levels. The tasks were to go to court, guard against theft, accumulate warehouses and persuade students to study. They were implemented for several years and were called honest officials.
