At the 28th CPSU Congress held in July 1990, yanayev was elected as a member of the Central Committee of CPSU for the first time. At the subsequent plenary session of the CPSU Central Committee, he was re-elected as a member of the Political Bureau and the secretary of the CPSU Central Committee in charge of international affairs. At the Fourth People's Congress of the Soviet Union held in February 65438, yanayev was elected as the first vice president of the Soviet Union.
"He said at the press conference that he is a' supporter of building socialism' and that after being elected as vice president, he will focus on my work of stabilizing the economy. He advocates the transition to a market economy, but opposes hasty action. He said, "In a country with a population of 300 million, we have no right to pursue an unpredictable congestion policy.". He also said that he will promote the restoration of respect for the Constitution and the army and oppose political nihilism. "
