Ding, a native of Longkou, Shandong Province,19211,1joined the revolutionary work in June 1938 and joined China in September of the same year.

During the period of War of Resistance against Japanese Aggression, he successively served as the head of the First Corps of Jiaodong People, the secretary of the Special Committee of the Democratic Movement, the member of the Youth League Committee of Jiaodong Special Committee, the propaganda minister of the Communist Youth League, the secretary of the Youth League Committee of Beihai District Committee, the director of the Youth League Committee Office, the confidential secretary of Jiaodong District Committee, the secretary of Qixia County Committee and the political commissar of the county brigade.

During the War of Liberation, he served as secretary of Donglai County Party Committee and political commissar of County Independent Camp.

After the founding of New China, he served as Minister of Propaganda Department of Qingdao Municipal Committee and Deputy Secretary-General of Qingdao Municipal Committee.
