College graduates who are engaged in self-employed businesses are exempt from the cost of tax registration certificate within 1 year from the date when the administrative department for industry and commerce approves their operations.
Newly-established urban employment service enterprises (except for industries that cannot be exempted as stipulated by the state), where the unemployed (including college graduates who have registered for unemployment, the same below) exceed 60% of the total number of employees, they may be exempted from income tax for 3 years with the approval of the competent tax authorities.
After the expiration of the tax exemption period for labor employment service enterprises, if the newly placed unemployed persons account for more than 30% of the total number of employees in the enterprise in that year, the income tax may be halved for two years with the approval of the competent tax authorities.
Certified green channel
College graduates who apply for self-employment or bid for private enterprises (within two years after graduation) can give priority to registration through the "green channel" in the registration hall of industrial and commercial departments at all levels. Except for industries and commodities that are explicitly prohibited by the state, the scope of business shall be opened for examination and approval, and at the same time, special examination and approval procedures shall be completed, and applications for restrictions and franchise projects shall be allowed.
Preferential loan interest rate
Financial institutions should increase their support for college graduates' self-employment loans and give priority to credit support that can provide effective asset mortgage (pledge) or quality customer guarantee.
Entrepreneurship loans for college graduates can be borrowed by college graduates, and guarantors can provide corresponding joint guarantees for their families or immediate family members' stable income or effective assets.
For those with good credit standing and guaranteed repayment, credit loans shall be appropriately issued on the basis of controllable risks. It is necessary to simplify the loan procedures, reasonably determine the credit loan amount and use it within a certain period of time.
Give some preferential interest rate support to the venture loan, and depending on the degree of loan risk, it can be appropriately lowered or slightly raised on the basis of the legal loan interest rate.
Government support
Governments at all levels should arrange certain funds in the employment budget to support college graduates' employment and entrepreneurship. Conditional counties (cities, districts) can refer to the "Measures for the Administration of Small Guaranteed Loans for Laid-off Workers" and formulate specific measures to support college graduates to start their own businesses.
Provide preferential services for talents
If college graduates start their own businesses, their personnel files (including social security, professional titles, file wages and other related procedures) shall be kept free of charge by the talent intermediary service institutions affiliated to the government personnel department for two years.
Within 1 year from the date of approval by the industrial and commercial department, the established enterprises can inquire about labor supply and demand information and publish job advertisements free of charge on the websites of government personnel, talents belonging to labor and social security departments, labor intermediary service agencies and public employment agencies; Participate in talent fairs or talent service exchange activities organized by talent intermediary service agencies and public employment agencies affiliated to government personnel and labor security departments, and give appropriate fee reductions and exemptions.
Graduates and their employees who set up enterprises can participate in the training or evaluation services organized by the talent and labor intermediary service agencies affiliated to the government personnel department free of charge or preferential treatment.
