1, college students enter and settle down.

Freshmen admitted to institutions of higher learning and vocational colleges can move their registered permanent residence into the collective households of students attending schools when they enter school.

Graduates find jobs and settle down.

(1) Graduates with bachelor degree or above can move their registered permanent residence into the urban area of our city with graduation certificate, employment registration certificate or legal and stable employment certification materials.

(II) Graduates from universities and vocational colleges other than those mentioned in the preceding paragraph can move their registered permanent residence into the urban area of our city with their graduation certificates, employment registration certificates or proof of legal and stable employment in our city and proof of payment of urban social insurance in our city.

Note: According to Article 45 of Changsha's New Talent Policy on April 28th, 2022, talents under 45 years of age (inclusive) with college degree or above (doctors and masters are not limited to age) or intermediate and above professional and technical qualifications can be directly settled with graduation certificate or professional and technical qualification certificate.
