In order to further implement the Regulations on the Resettlement of Retired Soldiers and the Notice of the General Staff of the Ministry of Civil Affairs and other departments forwarded by the General Office of the State Council on thoroughly implementing the resettlement of retired soldiers, "self-employed retired soldiers (hereinafter referred to as retired soldiers) enter secondary vocational schools and apply for adult colleges or ordinary colleges and universities, and enjoy preferential treatment in accordance with relevant state regulations". According to the relevant national examination enrollment policy, we hereby reiterate and stipulate that the relevant policies and regulations for retired soldiers to attend secondary vocational schools and institutions of higher learning are as follows, and all localities and relevant institutions are requested to comply with them.
First, vigorously promote the recruitment of retired soldiers in secondary vocational schools.
1. Implement enrollment. Retired soldiers who apply for secondary vocational schools may be exempted from the examination and included in the annual enrollment plan with the approval of the school.
2. Enjoy state subsidies. Retired soldiers with full-time official status in secondary vocational schools can enjoy the state funding policy, which specifically includes: all rural (including county and town) students, urban agriculture-related students and students with financial difficulties (except art performance majors) in public secondary vocational schools are exempt from tuition fees; First-and second-year non-agricultural students majoring in agriculture and students from poor families enjoy state grants. Among them, rural students in contiguous poverty-stricken areas such as 1 1 Liupanshan District and secondary vocational schools in Tibet, Tibetan areas in four provinces and southern Xinjiang (excluding county towns) are included in the scope of funding.
Two, increase the adult colleges and universities to recruit retired soldiers.
3. Implement the bonus policy. Retired soldiers can take the national adult college entrance examination, and the provincial recruitment office can add 10 points to the test scores of candidates.
4. The college entrance examination is free. Ordinary higher vocational (junior college) graduates who have been recruited for compulsory military service can apply for exemption from attending adult colleges in their provinces (autonomous regions and municipalities) with their ID cards, graduation certificates of ordinary higher vocational (junior college) and soldiers' discharge certificates.
Third, actively promote the recruitment of retired soldiers in colleges and universities.
5. Implement preferential policies for the national college entrance examination. Self-employed retired soldiers can add 10 to the total score of the national college entrance examination. During the service period, veterans who won the second class merit or were awarded the honorary title by units above the military region can be increased by 20 points. Retired candidates are given priority in admission under the same conditions as other candidates.
6. Implement the national preferential policies for postgraduate entrance examination. Graduates of ordinary colleges and universities who have been enlisted for compulsory military service and discharged from the army will take the national postgraduate entrance examination within three years and enjoy the policy of adding 10 to the total score of the initial examination and giving priority to admission under the same conditions. During the service period, retired soldiers who have won class II or above and meet the application conditions can be recommended to study for graduate students without taking the test.
7. Do a good job in the enrollment and resumption of study of retired soldiers who have been admitted to ordinary colleges and universities before joining the army. Before joining the army, retired soldiers who have been admitted to ordinary colleges and universities and retained their admission qualifications or school status are allowed to enter or resume their studies within 2 years after retirement, and are issued in accordance with the Ministry of Finance and the General Staff of the Ministry of Education
8 actively guide the national demonstration (backbone) higher vocational schools to carry out separate enrollment of retired soldiers. Retired soldiers with high school education are included in the separate enrollment scope of higher vocational education in various places.
9. Implement measures for higher vocational (junior college) graduates to receive general undergraduate education after compulsory military service.
-Some provincial public undergraduate colleges designated by the provincial education administrative department should hold undergraduate education from the starting point of ordinary colleges and universities, and should adopt the methods of separate planning, voluntary registration, unified examination and separate admission to recruit retired soldiers with the graduation qualification of ordinary higher vocational colleges in this province (autonomous regions and municipalities). Students usually study in school for 2 years.
-The enrollment plan for undergraduate education at the starting point of junior college is listed separately in the total annual enrollment plan of ordinary colleges and universities in all provinces (autonomous regions and municipalities) approved by the state, and generally does not exceed 30% of the number of retired soldiers who graduated from ordinary higher vocational colleges in that year.
10. Actively do a good job in recruiting retired soldiers in the pilot reform of the recruitment and training system for political and legal police officers. Retired soldiers are the key recruitment targets of the pilot reform of the recruitment and training system for political and legal police officers. The pilot is divided into three levels: junior college education, undergraduate education and postgraduate education, with a schooling period of 2 years. Students who have completed the required studies will receive corresponding graduation certificates and degree certificates. Candidates apply for the exam, that is, oriented and fixed units. After graduation, students will work in the political and legal organs below the county (city) level in the central and western regions and other economically underdeveloped areas according to the directional units determined at the time of admission, and can only communicate after serving for a certain number of years. For retired soldiers who have won personal third-class merit awards during their service, priority is given to registration and employment under the same conditions. College graduates who are enlisted in the army apply for pilot classes after retirement, and the total score of written examination in education examination is 10.
Four, actively organize vocational colleges to undertake the task of training retired soldiers.

In line with the principle of voluntary participation of retired soldiers, self-selected majors and free training, the province or city (prefecture) will organize and implement skills training in a unified way, and strive to make most retired soldiers obtain corresponding vocational qualification certificates after training.
12. Adhere to the policy of coordinated treatment. 1 year retired soldiers can participate in education and training free of charge according to regulations; Retirement 1 year or more, admission to full-time institutions of higher learning or participation in vocational training, financial subsidies or subsidies shall be given according to regulations.
13. Strive to innovate the form and content of education and training. Encourage qualified vocational education institutions, skill training institutions and enterprises to undertake education and training tasks and provide training conditions; Encourage all localities to carry out targeted entrepreneurship training to improve the success rate of retired soldiers.

It is necessary to further strengthen organizational leadership and formulate specific measures in light of actual conditions to ensure the implementation of national policies. Establish a supervision mechanism, increase information disclosure, and implement "sunshine enrollment". Strengthen publicity and guidance, expand the influence of policies, and ensure that they are deeply rooted in the hearts of the people.
