B, "Xizang Autonomous Region 20 16 General College Admissions Guide" stipulates:
First, the principle of enrollment
(a) adhere to fair competition, fair selection, openness and transparency, moral, intellectual, physical and aesthetic comprehensive assessment, comprehensive evaluation, merit-based admission.
(2) Ethnic minority candidates who have lived in Tibet for more than two generations (including children of Tibetan cadres and workers who have worked in Tibet outside the region) shall be marked separately.
(3) According to the spirit of the Notice of the People's Government of the Autonomous Region on Approving the Opinions of the Personnel Department of the Autonomous Region and Other Departments on Reforming the Employment System for College Graduates (Zangfa [2003]19), colleges and universities will implement a positive employment policy after enrolling students (including teachers).
Second, registration.
(1) Registration conditions
1. Abide by the Constitution and laws of People's Republic of China (PRC), have graduated from senior secondary education schools (referring to senior secondary schools, technical secondary schools and secondary vocational schools, the same below) or equivalent academic qualifications, be in good health, have Tibetan household registration, and meet the provisions of the Conditions for Entrance Examination of Ordinary Colleges and Universities in Xizang Autonomous Region (Tibetan Zhengban Fa [2006]13).
(1) cadres and workers in our region (including cadres and workers aiding Tibet and those who have worked in our region), urban residents with household registration in Tibet and children of farmers and herdsmen can apply for ordinary colleges and universities inside and outside the region.
Children of mainland government officials and workers who meet the requirements of Item (5) of Article 3 in Document No.200613 of the Tibetan Government Office, registered in Tibet, can apply for ordinary institutions of higher learning in and outside the region.
Xizang Autonomous Region Municipal People's Government in Golmud Office (hereinafter referred to as Golmud Office), cadres and employees' children of Tibet University for Nationalities can apply for ordinary colleges and universities inside and outside the region.
(2) In accordance with the provisions of Item (3) of Article 3 of DocumentNo. [2006]13 of Tibet Government Office, children who have moved in before July 36, 20 15, and obtained the status of senior secondary education school in Tibet before September 30, 20 15, can apply for ordinary colleges and universities inside and outside the region.
(3) Children of investors who meet the provisions of Item (4) of Article 3 of Document No.200613 of Tibet Administration, have registered industrial and commercial enterprises in Tibet for more than three years, moved to Tibet with their household registration before July 3, 20051and 2065438+30, and obtained the status of senior secondary education school in Tibet.
(4) According to the document of Tibetan Government Office [2006] 13, candidates who are not immediate family members, whose household registration moved to Tibet before July 3, 20 13, and who obtained the status of a senior secondary education school in Tibet before September 30, 20 13, and have studied in this school, can apply for the exam.
(5) Previous students in our district took the general college entrance examination in accordance with the Implementation Opinions on the Provisions on Enrollment Conditions of Ordinary Colleges and Universities in Xizang Autonomous Region (No.31[2006] of Tibetan Education Department). Registration shall be handled according to the following requirements:
1) Candidates who have participated in the general college entrance examination in our district in the past three years can apply for the exam after verification by the municipal admissions offices.
2) Previous students must provide the archival materials of the street office or the archival materials of the first to third grades when registering.
2. The following persons shall not be registered:
(1) College students with higher education;
(2) Students who have not graduated from senior secondary education schools this year;
(3) fresh graduates who registered by deception in the non-graduation year of senior secondary education and illegally participated in the entrance examination of ordinary colleges and universities (including the national unified examination, the provincial unified examination and the entrance examination organized by colleges and universities separately, hereinafter referred to as the entrance examination of colleges and universities);
(4) Candidates who used communication tools to cheat in the college entrance examination in the last year, or candidates who took the exam instead of others or took the exam instead of others. , was identified as serious cheating in the exam;
(five) because of the violation of the criminal law, the relevant departments have taken compulsory measures or are serving sentences.
3. Foreigners who have settled in our district apply for ordinary colleges and universities, and register with the local (city) Admissions Office with the Alien Residence Permit issued by the public security organ in our district.
4. Graduates of secondary vocational and technical schools can sign up for the entrance examination of higher vocational colleges (hereinafter referred to as "corresponding higher vocational colleges"), or they can sign up for the unified entrance examination of higher vocational colleges nationwide (hereinafter referred to as "national unified examination").
(2) Registration method
1. Candidates must submit the second-generation ID card, the original and photocopy of the household registration card, the graduation certificate of senior secondary education (or the academic certificate issued by the education administrative department at the higher level of the school) or the equivalent education certificate, student status (or personnel file) and other materials (hereinafter referred to as "application materials").
2. Candidates attending high schools in this region shall go through the collective registration procedures by their middle schools; Military and police candidates are collectively registered by the Tibet Military Region, the Armed Police Tibet Corps, the Air Force stationed in Tibet, the Public Security Department of the Autonomous Region and other relevant departments; Graduates of secondary vocational and technical schools sign up for the "counterpart higher vocational" entrance examination, and the school will handle the collective registration procedures in a unified manner; Other candidates apply for registration at the Admissions Office in the place where they are registered.
3. All candidates register by filling in information online and on-site confirmation. Before filling in the information online, candidates must download and fill in the "Household Registration Examination Form for Enrollment Candidates in Colleges and Universities in Xizang Autonomous Region".
Candidates studying in high schools in the district will receive the registration number and password from their school (or unit) with the original household registration audit form; Other candidates studying in high schools outside the district will receive the registration number and password from the Admissions Office where the household registration is located with the original household registration examination form and application materials. Fresh graduates studying in high schools outside the district must provide proof of their school status.
4. The registration information of candidates studying in high schools in this area can be filled in by the school (or unit) or myself online. The school (or unit) is responsible for collecting and sorting out the application materials of candidates, and going to the local (city) Admissions Office for information confirmation according to the specified time.
5. The registration information of other candidates studying in high schools outside the district is filled in online by myself, and the information is confirmed by the local (city) Admissions Office within the specified time.
6. Candidates must accept the identity authentication of the second-generation ID card discriminator when confirming the registration information.
7.20 16 Our district has set up test sites in Lhasa, Shigatse, Shannan, Linzhi, Qamdo, Naqu, Ali, Tibet University for Nationalities, Golmud Office and Chengdu.
Candidates who take the exams in Chengdu and Tibet University for Nationalities for special reasons must fill in the Registration Form for Borrowing Candidates in the Entrance Examination for Colleges and Universities in Xizang Autonomous Region (hereinafter referred to as the Approval Form for Borrowing Students), and apply for borrowing students from the Admissions Office where the household registration is located when confirming the information. The prefecture (city) Admissions Office conducts a preliminary examination of the qualifications of the candidates who have borrowed, and the candidates who have passed the preliminary examination report to the admissions department of the autonomous region for approval.
Chengdu test center only accepts candidates who meet the requirements of Article 1 (1) in the registration conditions. In Lhasa, Shigatse, Shannan, Linzhi, Qamdo, Naqu, Ali and Golmud offices, there is no need to go through the formalities of borrowing exams.
8. When confirming the registration information, candidates must carefully check item by item to ensure that the information is accurate and sign for confirmation. Where the candidates themselves can't go to the site to confirm the information, with the consent of the local (city) recruitment office, relatives and friends can confirm the information on their behalf; Electronic photos (240 pixels× 320 pixels, light blue background, jpg format) must also be provided for confirmation. If the candidate only fills in the information online without on-site confirmation, the registration will be invalid. Candidates are responsible for the consequences caused by errors in reporting information.
9. When confirming the registration information, candidates must pay the registration fee, examination fee and examination stationery fee as required; Candidates who want to borrow money from new graduates, as well as those who have borrowed money from Chengdu and Tibet University for Nationalities, must also pay the borrowing fee. According to document [2014] No.890 issued by Tibet Development and Reform Commission, the registration fee is 16 yuan for each student in 30 yuan, the examination fee is 15 yuan for each subject, and the examination stationery fee is120 yuan foreign language oral test fee is 180 yuan for each student in 80 yuan.
(3) Qualification examination of application conditions
1. Candidates who register for the entrance examination of colleges and universities in Xizang Autonomous Region must accept the qualification examination of the relevant departments in our region. The contents of the audit include my household registration, student status, legal guardian's household registration, and work experience in Tibet.
2. Candidates' qualification examination conditions shall be subject to the division of labor management and the system of special person in charge. The examination of candidates' household registration and legal guardian's household registration is the responsibility of local public security departments, and the examination of candidates' school status is the responsibility of local (city) education administrative departments. The household registration of government officials and employees' children in Golmud Office and Tibet University for Nationalities is reviewed by the Personnel Section of Golmud Office and the Security Department of Tibet University for Nationalities respectively, and the student status is reviewed by the Education Section of Golmud Office and the Admissions Office of Tibet University for Nationalities respectively. The work experience of the legal guardian of the candidate in Tibet shall be the responsibility of the political work and personnel (labor) department of the unit where he works, and shall be reported to the political work and personnel (labor) department at or above the county level for examination and approval. Bankrupt enterprises and merged enterprises shall be examined and approved by the administrative and personnel (labor) departments of the competent industrial units. Cadres and workers working in the army shall be examined and approved by the political department at or above the regiment level.
3. The relationship between the candidate and the legal guardian shall be based on the household registration book issued by the public security organ, in which the adopted child shall be based on the adoption certificate issued by the civil affairs department, and the stepchild shall provide the marriage certificate of the stepparents. Candidates with their parents' household registration must provide proof of their parents' working experience in Tibet when registering. The certificate must be issued by the political work and personnel (labor) departments of both parents. Candidates whose household registration is accompanied by non-lineal relatives (including candidates headed by themselves) are required to provide proof of one or both parents' working experience in Tibet and the change of candidates' household registration when registering. The certification materials are issued by the unit where the father (mother) belongs and the public security organ respectively.
4. The information of candidates who have passed the qualification examination and meet the registration conditions in our district will be publicized at the school or registration point where the candidates are located, and the publicity time will be 10 days. After publicity, there is no problem. Local (city) admissions offices are responsible for summarizing and reporting to the autonomous region admissions office.
(4) time and place of registration
1. The online registration information is filled in from March 18 to 26th, and the on-site confirmation time is from March 27th to March 3rd1day.
2. The on-site confirmation location is located in the local (city) Admissions Office, the Admissions Office of Tibet University for Nationalities, and the Admissions Office of Golmud Office.
3. The borrowing procedure shall be examined and approved by the admissions department of the autonomous region, and the list of borrowing candidates shall be published on the website of Tibet Education Examinations Institute before the end of April.
4 local (city) admissions offices and senior middle schools should complete the examination and publicity of candidates' qualifications, various care policies and various bonus points before the end of April.
5. The admissions department of the autonomous region will feed back the information after arranging the examination room to the local (city) admissions offices before May 10.
6. Candidates must sign a letter of commitment for integrity test when receiving the admission ticket. Borrowing candidates will get the admission ticket at the borrowing place with their ID card and the original household registration book (card).
