In order to implement the "Opinions of the Central Committee of the State Council on Comprehensively Deepening the Reform of the Construction of Teachers in the New Era", implement the decision of the the State Council Executive Meeting, deepen the reform of "simplifying administration and decentralizing power, strengthening supervision and improving services", and promote the employment of normal students, it is decided to continue the reform of the national primary and secondary school teachers' qualification exemption certification for normal students in colleges and universities (hereinafter referred to as the exemption certification reform). The relevant matters are hereby notified as follows.
First of all, expand the scope of the reform of inspection-free identification
On the basis of the reform of exemption certification for master of education and public-funded normal students, the scope of this exemption certification reform is defined according to the conditions and quality audit results of normal universities.
In 20 17, teachers in colleges and universities who joined the pilot provinces of the national primary and secondary school teacher qualification examination reform can participate in the examination-free certification reform from 2022 (the specific list will be issued separately). Colleges and universities that implement the reform of exemption certification should establish an examination system for normal students' educational and teaching ability, and carry out the examination for normal students' educational and teaching ability according to the training objectives. Graduates who pass the examination in 2022 and beyond can take the national primary and secondary school teacher qualification examination without examination according to the examination results.
From 20 18 onwards, relevant normal majors in colleges and universities will join the pilot provinces of the national primary and secondary school teacher qualification examination reform, and relevant policies will be issued separately.
Two, establish and improve the evaluation system of normal education teaching ability.
Colleges and universities that implement the reform of exemption certification should establish and improve the assessment system of normal students' educational and teaching ability according to the standards of teachers' professional ability. The evaluation system includes training process evaluation and teachers' professional ability test. Specifically, it shall be implemented in accordance with the relevant requirements of the Notice of the Ministry of Education on Printing and Distributing the Implementation Plan of Primary and Secondary School Teacher Qualification Reform for Postgraduates of Education and Public Free Normal Students (Teacher Letter [2020] No.5, hereinafter referred to as the Implementation Plan). Postgraduates and normal students who have passed the examination shall be awarded the professional competence certificate of normal students by the principal.
Colleges and universities that implement the reform of exemption certification should classify and determine the teaching sections and subjects according to the professional training objectives of teachers.
(1) Postgraduates and normal students with kindergarten and primary school teachers as the training objectives participate in the evaluation of education and teaching ability organized by the school itself. Those who pass the examination shall apply for the qualifications of kindergarten and primary school teachers according to the subjects and training objectives of the Professional Ability Test for Teachers in Normal Schools (Annex 1).
(2) For the postgraduate students and normal students of education whose training objectives are junior high school subject teachers, senior high school subject teachers, secondary vocational school subject teachers and secondary vocational school professional teachers (Annex 2), take part in the assessment of education and teaching ability organized by the school itself. Those who pass the examination shall apply for the qualifications of teachers in junior middle schools, senior middle schools and secondary vocational schools in the corresponding teaching disciplines according to the subjects (including the contents of "subject knowledge and teaching ability" test) and training objectives of the teachers' professional ability test for normal students in schools.
(3) Postgraduates and normal students whose training objectives are junior middle school teachers, senior middle school teachers and secondary vocational school teachers, but whose majors are not clear (Annex 2), take part in the assessment of education and teaching ability organized by the school itself. In the evaluation of training process and the test of teachers' professional ability in normal universities, we should focus on "subject knowledge and teaching ability". Those who pass the examination shall apply for the qualifications of teachers in junior middle schools, senior middle schools and secondary vocational schools in the corresponding teaching disciplines according to the subjects and training objectives of the professional ability test for teachers of normal students in schools.
According to the principle of voluntariness, postgraduates and normal students who meet the requirements of exemption reform can take the national primary and secondary school teacher qualification examination and apply for the corresponding teacher qualification.
Third, the job requirements
(1) Increase investment and strengthen supervision. Relevant institutions of higher learning should increase investment in normal education, integrate resources and continuously improve the quality of personnel training. Education administrative departments at all levels should strengthen the quality monitoring of the training process and results of normal students, guide colleges and universities to carry out education and teaching activities and evaluation of education and teaching ability in strict accordance with the national primary and secondary school teacher qualification examination standards and normal students' professional ability standards, and do a good job in the identification of normal students' exemption qualification.
(two) carefully organized and submitted in time. According to the "Implementation Plan" and the "Notice of the General Office of the Ministry of Education on Doing a Good Job in the Reform of Primary and Secondary School Teachers' Qualifications for Postgraduates of Education and Normal Students at Public Fees" (Teacher's Office Letter [202 1] No.2), we should conscientiously do a good job in the issuance of teachers' professional competence certificates, the identification of teachers' qualifications without examination and the submission of relevant data. Colleges and universities participating in the reform of exemption certification should complete the information submission of the winners of the 2022 teachers' professional ability certificate for normal students during May 5 -20, 2022, and the provincial education administrative department should complete the data review before May 3/KLOC-0.
(3) Strict law enforcement and serious accountability. Colleges and universities that reform the exemption certification will expand the scope of exemption certification at will. For students who do not meet the requirements or fail to issue the "Teachers' Professional Competence Certificate" in accordance with the regulations, or who neglect their duties or engage in malpractices in the reform of exemption certification, the relevant teachers' colleges' exemption certification qualifications will be cancelled, and the enrollment indicators of relevant teachers' colleges will be reduced, and the responsibility of the main person in charge of the school and relevant personnel will be investigated.
The education administrative departments at all levels should incorporate the reform of professional exemption certification of college teachers into the exemption certification work of the working group for the qualification reform of primary and secondary school teachers in this province, clarify the specific working institutions and responsible persons (Annex 3), and submit it to the Ministry of Education (Teacher Affairs Division) on March 3, 2022, and send the electronic version to jsglc@moe.edu.cn.
