2. These regulations are the highest standards for the management of the press corps, and all members shall abide by them and shall not violate them. Matters not covered will be supplemented according to the actual situation and relevant regulations and procedures.
3. The final formulation, interpretation and revision of the Articles of Association belongs to the meeting of Guizhou University Press Corps. Its formulation and revision must be agreed by more than 3/4 members of the regimental headquarters, and its interpretation must be agreed by more than 2/3 members of the regimental headquarters.
4. These Regulations shall come into force after being revised and finalized.
Article 2 Joining and quitting the League
1, new members must undergo a comprehensive assessment for 3 months after joining the league. Assessment by the Communist Youth League, including attending regular meetings, participating in activities, news business, etc. The assessment period is one month, and the elimination rate is 15%-20% from the date of the inaugural meeting of the new press corps. The elimination list must be approved by more than half of the Union Committee.
2. If members cannot continue to participate in the activities of the press corps for personal reasons, they can explain the situation to the press corps and submit an application for leaving the corps, and the press corps will make relevant records. If a member violates the relevant rules and regulations of the press corps and persuasion fails, the press corps will force him to quit or consider him to quit automatically, and decide whether to notify his department according to the situation. Members who are forced to leave the league are not allowed to participate in any form of activities organized by journalists.
Article 3 Rights and obligations of League members
1, since the date of joining the press corps, members must strictly abide by the internal rules and regulations of the Corps, consciously care for the public property of the press corps, and safeguard the image and reputation of the press corps.
2. Hold a plenary meeting of the press corps in the conference room of the press corps every month. Members must attend the meeting on time every week. Those who can't attend the meeting due to special matters must ask for leave from the head or deputy head by phone or in writing in advance, and can attend only after approval. It is invalid to ask for leave or ask for leave afterwards. If there are special circumstances in the middle, you need to ask the ministers for leave and leave after approval. If there is a proxy signature, both parties are deemed to be absent.

5. Members should actively study and improve their personal news theory literacy. Members must participate in the news business training organized by journalists, and must not be absent without special reasons. Every semester, the Youth League Department recommends 1 to 2 news business books for members to learn.
6. "Bringing the old with the new" is a fine tradition of the press corps. With the help of the old members, the new members will understand the history and culture of the press corps, feel the spirit and vitality of the press corps, and be familiar with the process and skills of news gathering and writing. New and old league members should respect each other and learn from each other. The regimental headquarters will assess the new and old work every month and reward the new and old members with outstanding performance.
7. Members should actively accept news tasks at regular meetings, and the tasks assigned to the press corps must be completed within the specified time. Members who can't finish on time due to special matters must explain the situation to the editing teacher and the news department before the specified date. For members who have not completed the task and have not explained the situation, the Youth League Department will disqualify them from undertaking the task in the next two weeks.
8. Members must browse your news network at least once every three days, and the main news business or meetings in the group will be published in the designated column of the network industry in time.
9. Members of the Department of Public Information should submit at least one manuscript every week.
10, who has worked for one year and has no major fault, establishes the working file of the press corps. After graduation, it will be appraised by the press corps, reviewed by the Propaganda Department of the Party Committee of the school, and then put into the student files.
Article 4 regimental headquarters management
1. The League Affairs Committee is the core management and decision-making body of the press corps, and consists of all cadres at or above the regiment level.
There are five permanent departments under the Youth League Committee: Journalist Department, Planning Department, External Liaison Department, General Affairs Department and Network Technology Department.
2. The press corps has 1 head, 3 deputy heads and one deputy minister for each department.

The press corps shall be responsible for the head (minister), the head shall be responsible for the general regulations, the deputy heads shall be responsible for specific departments, the ministers and deputy ministers shall be responsible for the work of their own departments, and the head shall accept the supervision of other members of the Youth League Committee.
4. The meeting of the Youth League Committee shall be presided over by the head of the delegation, at least once every two weeks, and the recent work shall be summarized at the meeting. The meeting should find problems in the work in time and discuss solutions, and make detailed and feasible plans for the next step. Members of the Committee shall not be absent or ask for leave without special reasons.
5. The head of the delegation is fully responsible for and coordinates all the work within the delegation, formulates the work outline and implementation plan during his term of office, convenes and presides over the weekly regular meeting of the press corps and the meeting of the regimental headquarters, comprehensively inspects and appoints and dismisses the deputy heads and ministers and deputy ministers of various ministries, guides and supervises the work of various ministries, and exercises the final decision on the affairs within the delegation. The deputy head of the delegation should actively assist the head of the delegation in handling various affairs, and guide and urge the departments in charge to complete the work in time. The colonel and deputy colonel are responsible for training the members of the next regimental headquarters.
6. All departments of the Group have a clear division of labor and unite and cooperate in practical work. The person in charge of each department should actively assist the team leader to do a good job in the group, be fully responsible for the work of the department and complete other temporary tasks assigned by the team leader. Members of the regimental headquarters must play an exemplary role in writing and daily activities. And coordinate the internal work of the members of this department.

(2) The planning department is responsible for the planning of relevant topics of Guizhou University News and Guizhou University News Network. The planning group shall organize a special planning meeting at least once a month; The members of the planning team are not fixed, and the team leader will decide according to the performance of the members. Responsible for organizing the activities of the press corps, putting forward constructive opinions on the activities, making detailed activity plans and organizing their implementation, and keeping relevant materials.
(3) The International Liaison Department arranges the production of publicity videos and publicity windows for the press corps, is responsible for the publicity and contact of the press corps, actively contacts the major news media inside and outside the school, and actively carries out networking activities with the press corps of brother colleges.
(4) The General Affairs Department is responsible for organizing the activities of the press corps, putting forward constructive opinions on the activities, making detailed activity plans and organizing their implementation, and keeping relevant materials; Make a member address book; Strengthen the internal contact of the press corps. The General Affairs Department is responsible for recording the attendance of the weekly meeting and the contents of the regimental meeting; Collect and distribute membership dues; Record members' press releases; ; Collect and sort out the application materials of student journalists; Manage the funds within the group and be responsible for the purchase and reimbursement of various articles of the newspaper group; Organize and keep all kinds of information and property of journalists; Register and supervise the fixed assets in the group, and accept the supervision of the members.
(5) The Network Technology Department is responsible for updating and maintaining the homepage of the press corps, and comprehensively reviewing and publishing electronic manuscripts every day; Responsible for the special planning of news broadcast.
(6) Members of the regimental headquarters who violate discipline seriously will be removed from the list. If a member of the regimental headquarters is incompetent, the head of the regiment will remind him to correct it; If you don't listen to advice, you will be warned for the second time and publicly criticized at the regimental headquarters meeting; If he commits another crime for the third time, persuade him to resign voluntarily, or he will be dismissed at the regimental headquarters meeting. '
Article 5 Management of League members and student journalists
1. Members of the press group must bring their "press cards" when they go out for interviews. The Press Card shall be uniformly printed and distributed by the editorial department of the school newspaper and shall not be used for other irrelevant purposes. Without the consent of the editorial department of the school newspaper, members cannot interview the school leaders directly.
2. "Excellent student reporter" is the highest honor for members of the press corps. "Student journalists" should cherish and cherish the "press card", and shall not lend it to others or mortgage it during the use period, and shall not be used for other irrelevant purposes.
3. The number of press releases is one of the necessary conditions for applying for student journalist qualification and obtaining journalist card. The manuscript required to apply for a press card is calculated as follows:
(1) All manuscripts are published in> Based on the number and words of manuscripts in your school news network and ideological and political network.
(2) Publicity 1 article counts as 1 article.
(3) The number of articles published per week shall not be less than 1 article.
4. Members who apply for the "press card" shall submit the relevant press release records and application forms, which shall be approved by the members of the regimental headquarters and issued only after more than two thirds of the members agree, and shall be valid until the holder leaves school. Students who can't work in the press corps will have their certificates taken back or cut corners as a souvenir.
5. If a student reporter violates the school discipline and the regulations on the management of the press corps during school, his "Press Card" shall be confiscated and his "Student Reporter" qualification shall be cancelled.
6. The calculation method of the manuscript is as follows:> The manuscript unit is "1", the publicity manuscript is 1, and the online manuscript is 0.5.
Article 6 Reward and Punishment
1. The Youth League Committee will reward the members who are particularly active in bringing the old with the new, collecting and writing, and participating in activities. Awarded the highest honor "excellent student reporter" to the members who have reached the required number and performed actively since joining the League, and issued a journalist card.
2. Anyone who fails to attend the plenary meeting of the press corps for 3 or 4 consecutive times without reason will be removed from the Youth League Committee. Under special circumstances, if you can't attend the meeting for three times in a row, the Youth League Committee will discuss and decide on the handling method. When a member is absent from a regular meeting for two or three consecutive times, the General Affairs Department will notify and remind him. Being late for a regular meeting without reason is regarded as a misunderstanding. Those who are late are recorded by the General Affairs Department and supervised by all members.
3. At all meetings of the press corps, members should mute the communication tools. Any violation will be recorded by the General Affairs Department and supervised by all members.
4. Members of the Youth League Committee who have serious violations of discipline will be dismissed; If you are incompetent, the head of the delegation will remind you to correct it; If you don't listen to advice, you will be warned for the second time and publicly criticized at the regimental headquarters meeting; If you commit another crime for the third time, it is recommended to resign voluntarily, otherwise you should resign from the Youth League Committee.
5. If every member of the Ministry of Public Information can't finish the task of at least one manuscript every week, the minister will make up the shortfall. Otherwise, the Union Commission will discuss the replacement of the post of minister.
6. The planning department must summarize the work of last month and submit a feasible plan report for next month at the plenary meeting or the meeting of the Youth League Committee at the end of each month. If the task cannot be completed on time, the League Committee will discuss the replacement of the post of minister.
