Running a school is based on open education, with short-term training, practical technical training, on-the-job training, examinations and other non-academic education and joint running as two wings, which are integrated and developed together. Since 2003, Jinchang Radio and TV University has jointly run schools with China Medical University, Nankai University and Lanzhou University. Since 2005, I have joined the Learning Center of Distance Open Education, and jointly run schools with national key universities such as China Youshi University, Dongbei University of Finance and Economics, Southwest University, Northeastern University, Northeast Agricultural University, etc. to carry out on-the-job adult education.

The development of the school is mainly based on the school headquarters, with two RTVU workstations in Yongchang County and Jinchuan District, forming a basic school-running pattern of "one school, two stations, one body and two wings", initially establishing a school-running network covering all counties, and becoming a comprehensive modern distance education learning center in Jinchang area with perfect teaching facilities and rich learning resources, with open education as the main body and various short-term training, non-academic education and open college education as supplements. For 7 years in a row, the school won the honors of Gansu Radio and TV University's advanced branch of systematic target responsibility management assessment and jinchang Education Bureau's advanced school of year-end target responsibility management assessment. 20 10 was rated as a national model grass-roots radio and television university by China Central Radio and Television University.
