Article 1 In order to ensure the smooth enrollment of the school in 2022, further improve the quality of students, safeguard the legitimate rights and interests of the school and candidates in accordance with the law, and standardize the enrollment work in accordance with the law, these Articles of Association are formulated in accordance with the Education Law of the People's Republic of China, the Higher Education Law of People's Republic of China (PRC), the Articles of Association of Tibet University, the Ministry of Education and the relevant provisions of Xizang Autonomous Region, and in combination with the actual situation of the school.

Article 2 Full name of the school: Tibet University; The English name is TibetUniversity.

Registered address: No.36, Jiangsu Road, Lhasa, Xizang Autonomous Region.

There are four campuses: Hebalin Campus, Jinna Campus, Norbulingka Medical College Campus and Norbulingka College of Finance and Economics Campus.

Article 3 Type of running a school: public. Tibet University is a "double-class" university built by the national "2 1 1 Project" and a comprehensive university affiliated to Xizang Autonomous Region. 20 13 was included in the Revitalization Plan of Higher Education in the Midwest, and 20 18 became a university jointly established by the Ministry of Education and the People's Government of Xizang Autonomous Region.

Article 4 The school enrollment plan is formulated and promulgated in accordance with the deployment requirements of the Ministry of Education, the district committee, the government and the Autonomous Region Admissions Committee, adhering to enrollment opportunities and fair overall planning, taking social needs and employment as the guidance, and combining with the actual resources of the school.

Organization and responsibilities

Article 5 A school shall, in accordance with the relevant provisions of the Ministry of Education and the autonomous region, set up a leading group for enrollment work, which is composed of principals, leaders in charge of relevant schools, heads of relevant departments and college presidents, and is responsible for studying and formulating policies and regulations for enrollment work, reviewing enrollment plans, and discussing and deciding major issues in enrollment work.

Article 6 The Admissions Office of Tibet University is a permanent institution responsible for the enrollment of undergraduate students.

Article 7 The main duties of the Admissions Office of Tibet University are: (1) to implement the provisions of the Ministry of Education on enrollment, as well as the supplementary provisions or implementation rules of the competent departments and provincial admissions committees; (2) According to the annual enrollment scale approved by the state and the autonomous region and relevant regulations, compile the enrollment plan of our school by province and specialty; (3) Formulate the enrollment regulations of our school; (4) Organizing the enrollment propaganda work; (5) Organize and implement the admission work of our school, and be responsible for coordinating and handling related issues in the admission work of our school; (six) to fulfill the corresponding responsibilities for the disclosure of college enrollment information; (7) Support relevant enrollment management departments to complete other work in enrollment; (8) According to the application of candidates or their legal guardians, investigate, handle and reply the admission behavior of colleges and universities.

03 enrollment plan

Article 8 A school shall, according to the annual plan issued by the Ministry of Education and the competent department of education, and in combination with the conditions for running a school, make overall consideration of factors such as students from various provinces and regional economic and social development, and comprehensively analyze and determine the enrollment plans of different provinces (cities) and different majors (i.e. enrollment source plans) and the principles and methods of planning.

The enrollment source plan is approved by the school enrollment leading group, the Education Department and the Ministry of Education, and announced to the public through the provincial enrollment management departments.

Ninth schools recruit students in accordance with the policies and relevant regulations formulated by the national and provincial (city) admissions administrative departments.

Article 10 In 2022, the enrollment plan for ordinary undergraduate students will be 2585, which will be launched in 20 provinces and cities including Tianjin, Hebei, Shanxi, Liaoning, Jilin, Shanghai, Zhejiang, Shandong, Henan, Hubei, Hunan, Guangdong, Guangxi, Chongqing, Sichuan, Guizhou, Yunnan, Shaanxi, Gansu, Qinghai and Xizang Autonomous Region. Special plans include national special plans, local special plans, military special plans, Naqu special plans, frontier special plans, local excellent teachers special plans and local quality plans. The special plan only applies to Xizang Autonomous Region.

Eleventh schools in the province (city) outside the non-art professional plan included in the second batch of undergraduate; According to the plan, the provinces (cities) arrange batch enrollment for art majors.

Twelfth schools in the local plan, the implementation of the art and sports undergraduate control line delineated by Xizang Autonomous Region, included in the advance approval; Other non-art majors are based on the control lines of various types and batches specified by Xizang Autonomous Region, and are listed as advance batch, undergraduate batch and undergraduate batch.

1. Majors involving national special plans and local special plans are admitted according to the provincial control line of the first batch of undergraduate courses and the second batch of undergraduate courses, and the batches of special plans are listed; The military special plan implements the undergraduate control line admission delineated by our district, and lists the undergraduate batches of military school students; The local outstanding teachers' special plan implements the early admission of a number of provincial-level control lines and art and sports undergraduate control lines in Xizang Autonomous Region, and lists separate admission batches in advance; Majors involved in the implementation of local high-quality special plans, Naqu special plans and border special plans shall be admitted according to their ordinary plans and a batch of provincial control lines of undergraduate courses; 2. The majors included in the first batch of undergraduate courses are: Chinese language and literature, China minority language and literature, journalism, history, ecology, mathematics and applied mathematics, physics, environmental science, architecture, urban and rural planning, transportation, civil engineering, clinical medicine, preventive medicine, pharmacy, nursing, stomatology, administration, economics, business administration, financial management, English, law and so on. 3. Transportation and tourism management majors implement large-scale enrollment within the major, and transportation is divided into railway transportation and road transportation; Tourism management is divided into hotel management direction.

Thirteenth freshmen who sign up for the military special plan and the Naqu special plan must sign an orientation agreement before entering school. Those who have not signed the orientation agreement will not go through the registration procedures and will be treated as giving up their admission qualifications.

Article 14 Some students majoring in stomatology are jointly trained with Sichuan University; Joint training of English majors and South China Normal University; Part of the majors of the School of Science are jointly trained with Wuhan University; Some majors of the School of Economics and Management are jointly trained with Wuhan University of Technology; Some majors in the School of Finance and Economics are jointly trained with Southwestern University of Finance and Economics. Article 15 The reserved plan shall not exceed 1% of the total plan of our school, which is used to adjust the imbalance of students on the local unified examination line.

04 admission rules and methods

Sixteenth school enrollment work follows the principles of "fair competition, fair selection, openness and transparency, comprehensive assessment of morality, intelligence, physique and beauty, comprehensive evaluation and merit-based admission", vigorously promotes the "sunshine project" of enrollment, and selects outstanding talents for the school.

Seventeenth in Tianjin, Hebei, Liaoning, Shanghai, Zhejiang, Shandong, Hubei, Hunan, Guangdong, Chongqing 10 provinces (cities) to implement the comprehensive reform of the college entrance examination, according to the candidates and admission methods announced by the provinces (cities).

Other provinces (cities) outside Xizang Autonomous Region adopt the method of shifting gears in parallel volunteer, and the ratio of shifting gears is controlled within 105% in principle, and shifting gears is carried out according to the shifting results provided by the provincial zhaoban (the national college entrance examination confirmed by the provincial zhaoban is added points).

Article 18 For the professional arrangement of candidates entering the file, according to the principle of giving priority to scores, if there is a requirement for a single subject, after the single subject meets the professional conditions, the professional arrangement and admission will be made according to the scores from high to low, and there is no grade difference between professional volunteers.

If the candidates' professional volunteers can't be fully satisfied according to their scores, and they will be adjusted by their majors, the school will adjust them from high to low, and those who fail to meet the admission conditions and don't obey the professional adjustment will be dismissed.

Nineteenth candidates with the same score arrange professional rules.

For the record results have shown the provincial ranking rules, according to the provincial ranking rules; If there is no provincial ranking rule in the bidding result, the bidding result is the same, and the science and engineering category refers to mathematics, science synthesis and Chinese in turn, with the higher one taking precedence; Literature and history refer to Chinese, liberal arts synthesis and mathematics in turn, with the priority of senior one.

Regional Chinese score = average score of Tibetan and Chinese.

The pre-recorded results after the examination of the provincial admissions office will not change because of the re-recording of candidates.

Article 20 Some majors have requirements for individual subjects, which are as follows (expressed as: in/out of the area).

Chinese language and literature: Chinese or Chinese ≥ 100/ Chinese ≥110; China minority languages and literature, translation: Tibetan ≥ 120, Chinese ≥ 100 (local area only); News category: Tibetan ≥ 1 10, Chinese ≥ 90; Physics, Mathematics and Applied Mathematics: Mathematics ≥ 60/≥ 90; English: English ≥60 /≥90.

Article 21 The admission rules for art majors are as follows: When the candidates' ideological and political moral assessment and physical examination meet the requirements, and the scores of professional examinations and cultural examinations reach the control scores of arts and sports in each province, they will be admitted in turn from high score to low score according to the volunteer order reported by the candidates until the admission is full. If the scores of art majors are the same, the admission of cultural achievements in the college entrance examination depends on the level.

Unless otherwise stipulated by the provincial admissions office where the candidates are located, it shall be implemented according to the requirements of the provincial admissions office.

Candidates who apply for art majors in all provinces (cities) must take the 2022 unified examination for art majors organized by the provinces (autonomous regions and municipalities) where the candidates are located, and pass the examination.

Fine arts, visual communication design, musicology and music performance majors are admitted according to the qualified results of the provincial unified examination; The major of composition and composition technology theory is admitted according to the qualified results of the school examination.

Article 22 English majors require English language, and other majors do not restrict candidates from taking foreign languages, but candidates are arranged to teach English as their first foreign language after entering school.

Article 23 When enrolling students, schools shall strictly implement the Guiding Opinions on Physical Examination for Enrollment of Ordinary Colleges and Universities issued by the Ministry of Education, the Ministry of Health and the China Disabled Persons' Federation.

Because of the training nature, teaching and employment requirements of architecture, urban and rural planning, transportation, resource exploration engineering, civil engineering, fine arts, visual communication design and painting (Tibetan painting), candidates with color blindness, color weakness, amblyopia and disability are not recommended to apply for the exam.

Twenty-fourth freshmen should check their admission notice, resident ID card admission ticket and other materials one by one and collect photos of freshmen on the spot, and compare them with the photos of college entrance examination registration and resident ID card.

Those who pass the examination are allowed to go through the admission procedures. If the candidates' information is found to be fraudulent during the examination, or there are other acts in violation of the provisions of the national entrance examination, they will be disqualified in accordance with the relevant provisions of the Detailed Rules for the Examination of Undergraduate (Junior College) Students' Admission Qualification and the Management of Their School Status (Education) (for Trial Implementation).

Twenty-fifth new students, the school in accordance with the provisions of the relevant documents of the Ministry of Education, a three-month comprehensive review of moral, intellectual and physical. Those who fail to pass the re-examination will be dealt with according to different situations until their admission qualification is cancelled.

Anyone who practices fraud in the evaluation will be disqualified once found.

Twenty-sixth schools through awards (scholarships), loans (student loans), assistance (work-study), subsidies (difficulties), relief (fee waiver) and other measures to help students with financial difficulties complete their studies.

Article 27 According to the spirit of "Several Opinions of the People's Government of Xizang Autonomous Region and the Xizang Autonomous Region Committee on Promoting the Employment and Entrepreneurship of College Graduates" (No.9 issued by the Tibetan Party [2017]), ordinary colleges and universities recruit students after graduation, with the guidance of the government and the market as the mainstay, and choose their own jobs in two directions.

Twenty-eighth schools charge tuition and accommodation fees in accordance with the charging standards approved by the price bureau of the autonomous region, and at the same time publish the enrollment plan and tuition standards.

According to Document No.39 [2000] of Tibet Education Commission, the school accommodation fee is 800 yuan/academic year. Please refer to the undergraduate enrollment plan of Tibet University in 2022 for tuition standard.

Article 29 According to the Notice of Xizang Autonomous Region Finance Department of Xizang Autonomous Region Education Department on Revision and Issuance (Tibetan Education Department [2016] No.64), the autonomous region implements the policy of fee exemption (supplementary fee) for freshmen majoring in normal education, agriculture and animal husbandry, forestry, water conservancy and geology and mineral resources, and the standard of fee exemption (supplementary fee) is 2,800 yuan per academic year, accommodation in 800 yuan and living expenses of 3,000 yuan.

Thirtieth schools do not entrust any intermediary institutions and individuals to engage in enrollment and training, and do not charge any fees other than those stipulated by the state.

Intermediaries or individuals who engage in illegal enrollment publicity activities in the name of the school will be held accountable according to law.

06 supplementary clauses

Article 31 In accordance with the relevant requirements of the Ministry of Education, relevant information such as enrollment scores of various schools shall be publicized on the Sunshine College Entrance Examination Information Platform of the Ministry of Education and the school information disclosure website.
